Khartoum state: strategy to restore civil life and service – the face of truth – ✍️ Ibrahim Shaqlawi

While the war in Sudan approaches its end with the victory of the armed forces over the rapid support militia, the major challenges appear before the Sudanese state to rebuild its institutions and relaunch civil life and service in light of return From a large number of displaced people from the capital Khartoum and the cities affected by the war. This reality requires the development of an integrated national plan to move the work wheel in the country with the participation of all ministries and public institutions, taking into account the specializations and resources available for each party. In this article, we are trying to discuss the importance of moving from war to reconstruction and the return of civil life, which the governor of Khartoum has announced is a difficult task with complications.
The chain of civil transmission and service is one of the important stages to achieve the objective of reconstruction and success in the bet of the challenge that the Sudanese states are affected by the war and the state of Khartoum in particular, where the Population and the weight of the service, the headquarters of the government and the state authority must have a clear strategy to restore civil life and service.
Consequently, specialized service committees must be trained for civilian support, on the basis of a complete national vision, these committees will be a central tool to coordinate efforts between the various ministries, in order to restore the basic services And to rehabilitate vital installations destroyed by war. The model we propose is based on the idea of traditional Sudanese Nafir “, where collective resources and efforts are attached to achieve common objectives. In the same context, the concept of security can be adopted “prepare the State theater for war and beyond” through strategies aimed at promoting stability and ensuring the sustainability of services in exchange for accelerating return which began to Organize the big city of Omdurman and Bahri, which will be attached to them east of the Nile and Khartoum in the near future.
Consequently, it is necessary to pay attention effectively to the establishment of this stage and to absorb the flows of citizens and the return of public life as well as the proposal to form a central committee for societal support for the management of affairs of 'State during the reconstruction phase. This committee holds extensive responsibilities which include health, education, economics, agriculture and vital facilities, as well as the restart of infrastructure and vital sectors which represent an absolute priority. The rehabilitation of the energy and electricity sector, for example, is essential to support the production wheel and stimulate investments, in addition to its vital role in the supply of electricity to houses and educational establishments and health. The water sector also occupies great importance in improving the lives of citizens, especially since we arrive in the summer, and there are areas that suffer from water shortage, which contributes to improve water safety and reduce health risks.
The health sector, hospitals and health centers also require urgent rehabilitation to ensure that the availability of medicines and medical services represent a necessity to save the lives of citizens and to alleviate their suffering. Focusing on these vital sectors reflects the state’s commitment to restore security and improve citizen's confidence in government's ability and actors to overcome the effects of war and restore stability.
In addition, the importance of the reduction and rehabilitation of the installations occurs. To ensure the effectiveness of any development program, therefore a national committee must be formed by a decree of the president of the sovereign council, to work in accordance with Sudanese regulations and regulations, while guaranteeing complete coordination between the government and the committee to unify efforts and achieve common goals.
There are a number of workers in the state outside the performance system due to the reality of war, time for their return to urgent contribution to the return of life to service institutions and work institutions Public through their regularity in the work teams with their counterparts in private and government institutions, it is necessary to work unconventional at this stage to deal with construction challenges to ensure the rapid interaction and response.
Despite the importance of training societal support committees, there are major challenges that can hinder the implementation of this proposal, in particular the financial and administrative consequences. Reconstruction requires enormous investments that can only be provided through strategic economic planning which depends on the mobilization of national resources by direct involvement in the private sector and to attract international support. In addition, the management of committees and coordination of work between different parties require cooperation between all relevant bodies. As for government employees, they can provide their expertise to restart ministries and develop emergency plans. These joint efforts between the different parties represent an essential step towards the reconstruction of state institutions and the establishment of stability and development as soon as possible.
There are also important roles carried out by young people from the al -bara of civilians bounds linked to the role of young people, volunteer organizations and state workers in reconstruction after two years of war, because the beginning can be the Rehabilitation of ministries and service facilities, the activities of which have been stopped due to the war. As an engine of change, young people can contribute through volunteer, vocational training and campaign initiatives to publicize social peace and reconciliation. It is also necessary for a role for volunteer organizations in the restoration of infrastructure, the supply of psychological and social support and capacity building.
According to the above, according to what we see in the face of truth, the reconstruction of our country is not only a political or administrative task, but it is a national project which requires broad societal participation and solidarity between the government and the people. The success of this process depends on the formulation of a long -term strategic vision, translated into flexible executive plans which meet urgent needs and throw the foundations of a sustainable renaissance. In the end, the strength of Sudan lies in its ability to transform the test of war into an opportunity to rebuild and consolidate peace and development. That the typical beginning of Khartoum, which has launched a large number of citizens to come back, must be made to make this return attractive to confirm that the Sudanese are able to restore security and restore the state and civil life.
You are fine and well.
