The waters of Gedaref refer the unit of the dams in the foreground – the face of the truth – ✍️ Ibrahim Shaqlawi
In a remarkable development which restores the hope for residents of the Gownorate of Gedaref, the government of the State launched yesterday the second phase of the radical solution for the waters of Gedaref, with the arrival of the transport lines to feed 25 villages and 18 residential districts, in an internal network which was completed by 99%. With this progress, the project returns to the foreground to restore confidence between the State and the citizen, despite the challenges of funding.
The governor of Al -Qadarif confirmed that the arrival of the lines represents a decisive message to the skeptics, announcing the resumption of complete work after the fall, in reference to the insistence of the local government on the folding of this chronic file.
The return of the Water Gedaref project to the foreground is a development which recalled the pivotal role of the unit of implementation of the dams, this institution which, for years, formed the arm of the State in the implementation of major infrastructure projects, before it was hidden in the scene in recent years. Today, his return seems to be linked to a new stage of reconstruction and balance of the development path in the country.
The project is one of the projects supporting the creation of Saddi Alaa Atbara and Stet in 2015, which is considered to be the largest water supply project in Sudan. He was to completely cover the city of Gedaref, in addition to 25 villages and 18 residential neighborhoods, through a network of internal carriers with a length of 1610 km.
The project includes a water -off water location, a central treatment plant, a tank with a capacity of 10,000 cubic meters and a major transmission line with a length of 75 km, a daily production capacity of 75,000 cubic meters. It was designed in accordance with international technical standards, adapted to the expansion of the population and improves long -term aquatic security.
The project collided with funding and bureaucratic obstacles that have disrupted its implementation. According to the resident engineer, Mohamed Selim, the completion rate of the Gedaref Water project reached 96%, with the completion of the installation of the pumps and the treatment system, while the final link and the operation remain the completion of the current financial obligations.
He explained that the examination of execution work more than three years ago could require the offer of certain equipment from China, and the project should be completed within 8 months of resumption of work. The government of the State is committed to solving the problem of the villages of Al-Shamilbab so that the work of the Chinese entrepreneur is not intercepted after the resumption of the transport line, without the unit of the dams being a direct part to this.
According to what the Minister of Finance d. Gabriel Ibrahim, in a declaration in (SUNA) in March 2023, the total cost amounted to $ 60 million, including the Islamic Development Bank – Jeddah 57.75 million dollars, the Sudan government contributed $ 2.25 million to cover advisory services.
The unit of implementation of the dams, as a authority that has supervised the project since its inception, is due to the projects that accompany Sadi Alaa Atbara and Sett. This unit, which has played a central role in the implementation of Meroe and Sett Dam and others’ projects, has institutional and technical experience that has reduced its counterpart in Sudan, and its ability to manage finances and implement projects according to strict criteria which are one of the most important reasons for its success in the past.
The absence of the unit of the work interface from water -related infrastructure projects has left a technical and organizational vacuum, in particular in the Gedaref Water project, reflected in financial purchase, and conflicts of power between the central government and the government of the State, which calls for an examination of the position of the unit as a national institution, which was to be activated in major, non -marginalized projects.
The Gedaref project represents a test of the state’s desire and its capacity to make development a coherent activity between planning, financing and implementation. It is a project that affects humanitarian security, improves the stability of society and opens the door to the development of agriculture, manufacturing industries, education and health services, in a state which is one of the pillars of the national economy.
The question of the thirst of Gedaref and other Sudanese states has remained an open file for years, in which promises accumulate more than solutions, because most projects have become “about to finish”, pending a share of political, technical and institutional commitment. This requires the management of the remaining steps with the support of the dam unit, to avoid the risk of stopping, which is always a person, regardless of the completion rate.
The return of the unit of implementation of the dams in the foreground is a technical and organizational necessity, to rebuild confidence between the partners of the State and international, and between the citizen and the government, to ensure that the project is transformed into a sustainable infrastructure. The unit, by its experience in quality control, offers management and technical supervision, is the most capable of carrying out projects according to the criteria worthy of their size and importance. It is also important to return the unit to complete the Safariya thirst project linked to the water harvest in the countryside, in order to return the sustainable development inappropriate and to improve.
And if the waters of Gedaref have started to attend the development scene, the return of the unit of implementation of the dams in its natural place is the condition for this development, and to convert stability projects into strategies that reconstruct the State, work to restore security and establish peace in the Sudanese campaign. It is the face of truth.
