In a world where security, social and environmental challenges are increasing, police services are no longer able to stabilize by being satisfied with traditional means according to strength and deterrence. Modern companies call for human security, participation, a partnership, not control. From there, the community police, not as an administration added to the temple, but as a philosophical vision which reshapes the relationship between the citizen and the state. The world of today is not lacking in possibilities, whatever they are, as much as it lacks precious, morality and altruism. This article acquires importance to consolidate the absent concepts of many officers and citizens.

It is a common error to reduce the concept of community police in a “general administration” or a “specialized department”. And sheikh al -islam ibn taymiyyah, may God have mercy on him, says:

“The worship is all the acts or the exposed or interior words that God loves and pleases.”

This means that the police’s work must be a cult that is issued by an honest intention for all-powerful God, in which justice fears, and takes into account mercy and humanity, and puts in the foreground of his interests, the satisfaction of God, not only the human being or the institutions. If the policeman performs this concept, his work goes from a function to a reform message, which contributes to the construction of a company based on values, true security and mutual trust.

* Service services … the interface of the community police in the field *

If community police are a complete vision that goes beyond regulatory structures, specialized service services are the real daily interface of this vision in the field.

* Traffic, civil register, passports, civil defense * and the protection of fauna, and other services are not simple executive services, but rather direct interaction channels between the State and society, that is to say a lack of its behavior or its weakness in its performance which is immediately reflected in the image of the Community Police in the awareness of people,

In this context, these departments should face their tasks with a new perspective:

= * Traffic police * requesting educational, educational, educational and educational calls through media that modify road behavior, is not satisfied with the liberalization of violations or the concentration on traffic ambuscades.

= * Department of passports and the civil register * must reflect the dignity and sophistication of the State by simplifying and facilitating procedures and respecting citizens and residents.

= Civil defense must become a societal protection partner, which begins with home training and markets on the importance of providing fire extinguishers and how to use them before facing disasters.

= Wildlife police are responsible for protecting the environment as a national and tourist resource, in partnership with the local population and the environmental authorities.

These departments have combined, the heart of the police of the beating community represent, and they translate theories in reality, and are worth behavior, and if they fulfill their duty with a spirit of service and communication, they help to strengthen confidence and extend the positive security circle.

* Enlightened behavior … can bleed all confidence *

This great project, with all its ambitions, is collapsed in an instant … if a police officer makes a mistake.

It is not important for the size of the error, but rather the one who is committed, the policeman is the daily image of the security establishment.

Unfortunately, the citizen does not make the difference between the individual and the institution, because he sees the policeman = the state. If the policeman insults a citizen, the citizen will take care of the security apparatus as an adversary, not as a welding, and the balance of confidence will collapse, and it is difficult to restore.

This is why we say with confidence:

* A training revolution from college * * and training centers and institutes *

In order for the community police to become a tangible reality, there must be a complete training revolution which begins from the police college, training centers and training institutes and does not end in the field:

1. Including the concepts of the community police as basic programs in school education.

2. Re-design of training programs in institutes and centers to include communication skills, negotiation, conflict resolution and the protection of low groups.

3. Examine the training in the field to become a space for the practical application of the principles of community partnership, and not just the implementation of crises

Community police are not only a ministry project, but an entire community project.

It is a vision of reform, a new perspective of security, depends on the confidence to strengthen confidence, instead of imposing control, communication rather than transcendence and service instead of authoritarianism.

The employee who exercises his professional powers without respect for customers, since the service is only a job that has been delegated, made a mistake and misunderstood the State.

The service provided without respect and appreciation to the citizen is a humiliation for him, which means losing his confidence in state institutions. The State is responsible for the establishment of the values ​​and the choice of an employee faithful to morality.

Imam al -ghazali, may God have mercy on him:

“Security is a great interest that dominates all other interests, if he has achieved all interests.” _

If we manage to apply this concept in depth, we will have sustainable security, mutual respect and a coherent society …

And if we make a mistake, even the slogan {the police in the service of the people} turns into an abandoned banner which does not resist an imprudent behavior of a campaign man who has not received sufficient training.

_ The Almighty said: {and cooperate on justice and piety, and do not cooperate with ourselves and enemies} (Surat al -Ma’idah, verse 2) _ This verse has a basic concept and pillars in community work.
