Transit to the government of skills – the face of truth – ✍️ Ibrahim Shaqlawi

After months of anticipation and political complications, Prime Minister Dr. Kamel Idris completed the formation of the “government of hope” yesterday. This government, which is delayed by its training following the complexities of political and societal balances, is the event as a milestone, with its serious attempts to restructure the State and to restore the confidence of Sudanese in their institutions.

The formation of this government was not easy because the Prime Minister had to balance the requirements of the representation of the armed forces, regional pressure and the priority of competence, with the need to involve young people and women, which made the selection process complicated and exhausted. It has clearly started that the greatest challenge lies in the combination of efficiency and political and social representation without prejudice to sensitive sales, which was reflected over the duration of the training period and the change of certain names until the last minute.

One of the most important characteristics of the new government is the appointment of Dr. Lamia Abdel Ghaffar, Minister of Cabinet’s Affairs, in a decision, the first of its kind in the history of governments, which a woman adopts in this vital position. This appointment is thus a symbol of female representation, as a strategic choice based on professional experience, because Dr. Lamia has a distinguished file in strategic planning, development and problems of women, which improves the capacities of the executive system to coordinate and harmonious institutional work.

In the Ministry of Foreign Affairs, the appointment of ambassador Omar Siddiq sparked many discussions, due to the lack of granting the entire foreign portfolio. The man has a huge diplomatic experience that extends from Switzerland to Beijing and has a record occupied in the treatment of international organizations. In light of the urgent need of Sudan of a vast external movement to restore regionally and international. In the midst of talking about the Prime Minister’s desire to take the bag itself, if this is true, this seems a structural defect which can lead to the fatigue of executive leadership, and foreign policy loses the required role, especially since the external file needs a complete leadership with an experience of war.

Then, the option of lifting a friend of a friend to take over the external portfolio remains more balanced, if the Prime Minister does not step back to take over, an option which reflects the need for specialized professional competence.

A clear presence of technical skills has also emerged, while the Ministry of Energy allocated to the ENG. Al -Mu’tasim Ibrahim, who has a busy career, where he previously held the position of director general of the world company “Shell” in Sudan, before being assigned to South Africa as Director General in Johannesburg, which earned him qualitative experiences in the management of energy and oil files on regional and international levels.

Ibrahim also chairs the board of directors of the Shendi University, which reflects its interference between academic and applied aspects, and gives it a balanced vision between administration, institutional development and the location of knowledge.

Eng. Ahmed Al -Dardiri Ghandour, from the telecommunications sector, also resumed the Ministry of Transformation and Digital Communications, in the light of the growing consciousness of the role of modern technology in the modernization of state institutions and the promotion of the digital economy. The young Ghandour has more than 17 years of experience in the telecommunications sector and is a specialist in the Department of Information Security and Modern Technologies.

In terms of education, Dr. Al -Tohamy Al -zain came to the Professor’s Ministry of Seats, where he occupied the head of the Department of Chemistry of the University of Bahri, who indicates the continuity of efforts to reform the education sector which was affected by war, while the Ministry of Young and Sports was assigned to Professor Ahmed Adam, in an attempt national and guide young people.

Regularly, the integration of certain ministries with others constitutes a new challenge, because this step requires a clear declaration of the tasks and specializations entrusted to each ministry, to avoid duplication and obtain effective coordination between the different parties. At a time when the government has witnessed the integration of several ministries such as the Ministry of Irrigation and Agriculture, the Ministry of Foreign Affairs and International Cooperation, the announcement of the skills of each ministry remains a decisive step to ensure the clarity of roles, reduce bureaucratic complications and accelerate the implementation of government programs and plans.

However, the environment and external bags are still waiting for a total decision, and it is likely that the Ministry of the Environment will be granted to a female figure to complete the representation of women within ministerial training, which reflects a concrete commitment to improve the role of women.

According to the face of the truth, the transit of the government of national skills to hope represents a historic moment on the path of the political transition of our country, as effectiveness advances to the quotas and the hope of the government’s ability to overcome the crises with Sudan. The completion of ministerial training is not sufficient in itself, but is rather the beginning of a real test of the effectiveness of these skills in the conversion of political will into concrete results on the ground. The decisive standard for the success of this government remains in its capacity to build effective institutions in addition to restoring popular trust and establishing the foundations of the State of Justice, Development and Peace. Hope in our reality today is no longer a slogan, but a merit that requires vision, transparency and responsible work.
