One of our interests is perhaps to respond to the most important pillars of the State within the framework of the local and adult rule and to reach it by the selection of human frameworks according to professional competence and qualification and the creation of localities according to the administrative systems in power and perhaps major problems which correspond to the rule in Sudan, which is the federal system that many experts see the most appropriate system, because the state can transform in This stage articulated in the age of age, because the state appropriates in the articulu stage it works to extend the participation policy, the shortening of the administrative shadow and the realization of a balance in the distribution of material and human resources, the balance of development and services and the economic rebirth.
* Federalism is a political organization in which government activities are divided between central levels and other local levels in a manner which allows each level to carry out activities and make final decisions.
* For the success of the federal system in Sudan, there must be the necessary tribal requirements, the most important of which is the existence of a rigid constitution in which the vertical and horizontal relations of government levels are clearly and precisely in an ambiguity.
And the existence of a democratic system, and here lies the important question, can democracy be filled in Sudan ??????
Among the requirements, there is also the multiplicity of decision levels and the granting of regional levels or state levels which allow them to implement local government objectives towards development
* Sudan is the second African country after Nigeria to take the federal regime a complete system of the country. The Sudanese experience had great successes and was also faced with administrative and financial challenges at three levels of government (central, regional or state, local).
* History spoke of local domination in Sudan from 1902 to 2007 after JC, a stage in which laws were issued for rules and agreements which have been part of the constitution of Sudan for the 2005 announcement
Perhaps the local decision is closely linked to the federal decision, and therefore the success or failure of the federal decision approves the local decision
Despite the firmness of the federal rule in Sudan, he could not provide satisfactory services to citizens and the lack of balance in the provision of basic services, low development and their lack of localities.
Accordly, we put in the Hands of the Government of Hope in a Number of Recommendations, the most important of which is to take the Federal Rule as a Form of Gay Rule in Sudan and the Drafting of A Federal Law for the Local Government of All Regions of Sudan, Provided that it is a FrameWork Law that Enhancing the Rules of Democratic Rule in the country, a Study of Reducing the Number of States and Localities for the purpose of Dissolving Tribal Blocs in Favor of Unity and Diversity, carrying out administrative skills, reducing public spending and benefiting from the excess of balanced development events, and the population block of the locality is socially diverse and
Finally, it is an attempt to throw solid foundations for the government’s path in Sudan, which must reach democracy and justice desired in all aspects of Sudanese life
