The public service between the legacy of the past and the challenges of the future ✍️ d. ALAA IMAD AL -DIN AL -BADRI

The public service is the backbone of any country that seeks to achieve stability and development, because it is the executive tool that embodies public policies and has been transformed into reality in Sudan. Despite the major human capacities, the public service has continued to suffer from chronic problems, in particular a impasse and a rejected renewal, which negatively affected general performance and led to continuous bleeding in national skills.

For Many Years, Several Strategies and Plans Were Place To Reform the Civil Service, But only a Few Saw the Light While Most of Them Rémained Trapped Because of Its Lack of the Strong Will and the understanding Vision, and what Increased the Complexity of the situation is that this institution has been running Mindset that do not Believe in the necessary change or involving young people and adhering to the Higher Administrative sites UNTIL the end of life in a complete ignorance of the principle of trading and inheriting experiences.

What is happening today is that there are thousands of young people who have the desire and the capacity to contribute to the construction of their homeland who find themselves before closed institutions in front of them, which leads them to immigration and the search for a clearer and more stability abroad in a painful scene which was supposed to be the first to guarantee them.

On the other hand, nobody denies the importance of the existence of high skills, but what is necessary, is to re-use these experiences in the right framework thanks to the creation of a consulting council according to the public service which includes the former employees and gives them an active role in the performance of opinions and advice instead of remaining in management positions which hinder the dynamism of development.

The real reform of the public service in Sudan begins with the order of priorities in a manner which serves the interest of the country and adopts the elimination of criteria.
