Kuala Lumpur and engineering from the Sudanese scene ..! – The face of the truth – ✍️ Ibrahim Shaqlawi

For three days, it took place in the Malaysian capital, Kuala Lumpur, between August 26 and 28, 2025, an advisory workshop at the invitation of the French organization “Promidion” and in coordination with the Malaysian authorities, this convention represented a new attempt to open a political margin on the Sudanese scene, which is almost closed.
These Sudanese political forces gathered in order to relaunch a national project which was exhausted by the division and the depth of the war, in order to discuss an alternative approach which retains the lines of crisis on political foundations, far from the logic of zero conflicts.
The declaration of closing, which was widely disseminated, reflected in its content a clear trend towards the redefinition of the Sudanese crisis, as an armed rebellion against the State and its institutions, which was obvious from the first lines which began with a greeting and a valiation of the sacrifices of the armed forces, the regular forces and the enlightened state, with an emphasis on legitimching, state point of view.
This precise description, which is considered a political, moral and solidarity position, with the Sudanese in the fate of the war, came in the context of the attempt to redraw national position at the international level, in the face of the speeches that seek to internationalize the crisis and to repress it outside the narration of the State.
The declaration underlined the unity of Sudan and its full sovereignty, in the light of the escalation of talking about partition projects. He was particularly focused on the city of El Fasher, which he described as the catastrophic model of the humanitarian situation, calling on the international community to assume its responsibilities. According to the press release, the rapid support militia committed atrocities that could achieve war crimes, based on international and independent reports.
Despite the Declaration Dialect, which brought a clear direction of the accusation towards rapid support, it does not tend to degenerate, but rather to emphasize adherence to the political solution, by calling for a charter which guarantees freedom of expression and opened the way to a transitional path without exclusion. This indicates an exceptional consciousness that war, whatever the duration of its duration, cannot impose a permanent solution and that political reconciliation remains the most beneficial option if it is approved by legal controls.
On the other hand, the declaration was not satisfied with the political diagnosis, but rather followed an alternative path which integrates the preservation of state institutions and the creation of a peaceful and safe political transformation. Where he underlined the membership of a complete political solution, and called for a national charter of honor which guarantees freedom of expression, and opens the door to political understanding according to the rejection of the exclusion and the reconstruction of confidence between the national forces.
The declaration also expressed a clear interest in the humanitarian crisis, considering it as a national priority. However, this invitation remained within the framework of intentions, without clarifying the implementation mechanisms or the authorities responsible for their realization. This reflects a familiar gap in Sudanese political discourse between the theoretical offer and practical reality.
The international dimension was present in the press release, whether by criticizing regional support for rebellion, or calling for partnerships with organizations supporting the official position. The declaration attempted to maintain a balance between refusing to internationalize the crisis and to accept the need for international support in the fields of rescue and reconstruction.
It should be noted that the declaration underlined the continuation of a unified army which works in isolation of political and partisan influences, in a position which reflects a national consensus on the professionalism of the military establishment. This comes in harmony with the history of the Sudanese army, which was printed far from politics, because its interventions in the government were generally carried out by invoking political forces, not on its initiative.
The declaration was signed by: The National Congress led by Ibrahim Mahmoud, the reform movement now, the National Movement for Construction and Development, the Party of Sudan and the Party of Reform and National Change. These are training that represents a diversified spectrum within the Islamic trend, as well as conservative forces and modern national organizations, which gives the document a degree of pluralism, even if they remain far from a complete representation of the political and societal forces in Sudan.
It should be noted that this meeting preceded a similar invitation from the same organization in April 2025 to an advisory meeting in Doha, which was postponed, announced its presence with the same two sites, while other parties boycotted it. While the current national congress, led by Ibrahim Mahmoud, participated, the party leadership led by Ahmed Haroun refused, since any dialogue before the end of the war and the restoration of full sovereignty is an implicit recognition of the legitimacy of the militias and its external support.
However, what has been named positions of the two parties does not reveal a fundamental dispute in political trends, but rather a variation in estimates, calendar and priorities.
Can Kuala Lumpur’s declaration raises an important question: can it constitute a reason for convergence of the two wings of the National Congress, or even an opportunity to unify the Islamic currents divided since the fall of the reign of President Bashir in 2019? Does this open the way to a broader initiative to unify ranks in the face of similar national challenges?
As for “embroidery”, it is a French organization that is active in mediation in the conflict zones of the African continent, and participated in the organization of previous meetings linked to Sudanese affairs, whether in Geneva or Cairo. Although it presents itself as a neutral destination, some Sudanese voices consider it as a tool for a French-European position in Sudan under the cover of dialogue and civilians.
Looking at the face of the truth, and despite the reserves on the limited representation and the context of the external session, the declaration of Kuala Lumpur is a political indication which deserves to be arrested. It reflects a possible return to politics as a settlement tool and gives certain actors a room for re-positioning. However, its feasibility remains dependent on its ability to move from the symbolism of the declaration to the effectiveness of the project, to overcome its divisions and by establishing a serious national path which maintains the pace of the complications of the moment and reaches the level of the challenge that the country is confronted.
