In a decisive historical moment, when the Sudanese people are impatiently awaiting a glimmer of hope which ends years of suffering and deterioration of services and infrastructure, the Sudanese Prime Minister, Dr. Kamel Idris, to form the “National Council for Reconstruction and Development”. This call did not come from a void, but rather from an answer to an urgent need and to the cry of a people tired of the weight of economic crises and the collapse of basic facilities. But what are the tasks of this advice? What is the ordinary citizen who groaned under the weight of electricity and water, the lack of health care and decent education do we expect?
The National Council for Reconstruction and Development is not only a government government body, but it should rather serve as a “national operations room” with efficiency, transparency and adequate power to coordinate reconstruction efforts. What is required of the latter, above all, is to develop a complete, clear and implementation strategic vision. This vision should be a roadmap that precisely determines the priorities, so there is no meaning to build huge projects while the citizen suffers from a collapse of sewer networks or the lack of drinking water.
One of the basic tasks of the Council is to conduct exact surveys and an evaluation of destruction and needs in all sectors and in all the states of Sudan. Ruin cannot be treated without a precise diagnosis of reality. This assessment must include infrastructure, roads, larger ones, railways and airports, and extends to the health, education, agriculture and industrial sector sector. The council should act as intelligent central planning, not to invent the wheel, but rather coordinate current efforts, complete it and orientation in a direction.
One of the most important roles in the council, which will be a real test of its credibility, is to manage financial resources and ensure that they are directed to real priorities. This requires the creation of advanced and independent regulatory systems to combat corruption that has been exhausted for the country for decades. The Council must attract the financing not only of the public treasury, but also through intelligent partnerships with the Sudanese and foreign private sector, and by strengthening the institutions of trust and financing of international donors with a clear plan and transparent accounting mechanisms.
The reconstruction process cannot be separated from the construction of peace and national reconciliation. Any development project in a region that suffers from a conflict is a failure. Consequently, the Council must work in parallel with the paths of peace, and its projects are a bridge for communication between the components of the Sudanese people, and create employment possibilities for young people, which draws the carpet under the feet of traffickers with war and conflicts.
Finally and above all, the Council is required to involve civil society and local experts at all stages of planning and implementation. The Renaissance will not be fulfilled only by presidential decisions. The inhabitants of each region know their problems and their needs. Transparency in the propagation of plans and the results of assessments and progress made will create confidence between citizens and the State, and will make partners from all partners in the process of construction and performance control.

The main thing, the National Council for Reconstruction and Development is faced with a difficult task, but it is not impossible. Success will not be measured by the number of projects it launches, but rather with their tangible impact on the life of the simple citizen. Finally, as much as his decisions are technical and neutral, and as much as he succeeds in unifying efforts, attracting skills and restoring confidence, as much as this advice becomes the real nucleus of new Sudan, based on justice, dignity and prosperity for all. The Sudanese people, who carry a lot, will not skimp on their homeland to give if he sees a serious and responsible leadership which puts the interest of the country over all the considerations … and we continue if there is ink in the rest of the Almighty God.
