The Sudanese economy goes through a critical step characterized by a contraction of the local product, the deterioration of infrastructure and high rates of poverty and unemployment, especially in terminal areas. Traditional financial policies based on * Direct collection * (taxes, customs, costs) have failed to make a concrete transformation, and even increased pressure on weak slices.

On the other hand, enormous unpopular potential is available in local communities (agriculture, crafts, natural resources, youth energy).

Consequently, * The need for a strategic transformation of production to production is highlighted, while allowing companies to direct their self-self-.

– The almost complete dependence of the collection as a resource for the State.

Paralysis of the productive sectors due to the lack of support and motivation.

Local local government structures and not authorize powers.

The lack of development justice between the center and the parties.

Slow government response to community development initiatives.

Towards a local productive economy, led by the citizen and supported by the State, to reach sustainable development and social justice.

1. Reduce dependence on collection and stimulate productive sectors.

2. Activate the local government and allow companies to plan and implement their development.

⁠3. Create real job opportunities through small and craft projects.

4. Establish development justice and reduce the gap between the center and the parties.

5. The intervention axes proposed:

A. Activate local communities:

Transfer of financing and development powers to localities through clear laws.

Establish local development funds managed by companies in a transparent manner.

Support cooperative companies and producer organizations.

For. Motivate local production:

Giving facilitated funding for agricultural and craft projects.

Tax exemptions for small production projects.

– Support value chains and link production to markets.

C. Improvement of the commercial environment:

Simplify procedures in localities.

Direct the work of markets and informal activities instead of fighting them.

Motivation of local and expatriate investments.

D. Financial policy reform:

Adopt the climbing of tax policies.

Reduce customs on production inputs.

– Direct resources to create a productive structure, not to cover the operational deficit.

The central government:

To delegate powers and adjust financial policies.

Local governments: implement projects and follow companies.

Development organizations (international and local): for technical and financial support.

The private sector and expatriates: as an investment partners.

The local community: as an essential engine for empowerment and production.

* 7. Recommendations: *

1. Start implementing model projects in selected areas to prove the feasibility of the approach.

2. Drafting of a law or a regulation to support the transformation of collection to production locally.

3. Create technical units in each room to provide technical support to companies.

4. Launch of a national campaign to encourage citizens to direct their development themselves.

In conclusion: the transformation of collection to the production and empowerment of local communities is not a luxury of development, but rather an urgent national necessity.

A real economic change cannot be caused without the redistribution of the power and resources of the center at the base.

The productive citizen is the cornerstone, the godfather is the incubator and the development organizations are favorable.
