The conference for the development of health services in the eastern region of Sudan was held under the slogan: (Hand in hand… I will build health, for sure) with recommendations that included immediately starting to solve the water problems in eastern Sudan due to their close link with most of the epidemics in the region, with clear plans from the relevant state authorities and community activities.
They stressed the need to commit to increasing public funding for health to address emergencies, rehabilitate and develop health institutions and conserve human resources.
They also stressed the need to immediately establish a regional epidemic control and control center that will operate continuously, and stressed the need for the community and health ministries at the federal, state and local levels to commit to environmental health and make it a basic objective and a performance indicator of direct officials, in addition to the active participation of relevant ministries and agencies such as agriculture and livestock and water and local authorities in all programs, projects and activities to combat epidemics in the region.
They stressed the need to commit to adopting, activating and increasing the health stamp fees in the three states, directing all levels towards the need for service and technical integration between the ministries of health and state health insurance departments, and focusing on rural areas of health services, especially basic health care and rural hospitals.
They stressed the need to involve the community with a focus on young people at all stages of health work, including partnership in planning, implementation, monitoring and evaluation, stressing the importance of signing a partnership document between the Ministry of Health and active community activities with an effective impact. presence in the eastern community, such as the Beja Popular Graduates Conference, according to specific programs, projects and activities, in addition to conducting community studies to analyze the community environment and the health behavior of the people of the East to benefit from it. improve the health situation in eastern Sudan, in addition to formulating all awareness messages in a way that is suitable for the people of the East and conveying them to community leaders.
We note the importance of developing urgent solutions to the issue of health personnel, particularly family doctors and basic health care personnel in the three states, in terms of recruitment, training and retention, to address the problem of poor functioning of rural health centres and hospitals.
Activate the principles of transparency, responsibility, accountability and impartiality in the activation of health procedures, and work towards the establishment and development of integrated surveillance and information systems for humans, animals and the environment.
Start implementing digital applications to increase the availability and improvement of health services and facilitate them for citizens, and immediately start developing works at crossings and entry points in accordance with approved plans.
They called for paying attention to pharmaceutical manufacturing by opening the door to participation and giving preference to the people of the states in investment and allocating areas in localities to establish pharmaceutical laboratories and small factories, and facilitating procedures, as well as focusing on the local health system and linking the local, local and state levels. Developing a vision for the integration of specialized reference services between the three states (such as heart surgeries, kidney transplants and oncology), and sensitizing state health ministers on the importance of the national ambulance project and benefiting from the health label in operating the project.
They called on the United Nations organizations, international and national organizations and embassies of brotherly and friendly countries to play a greater role in health projects in the region, and invited businessmen, philanthropic institutions and individuals to expand their circle of participation in health projects in the region.
They stressed the importance of creating a matrix of the conference recommendations and identifying the stakeholders for follow-up, focusing on the qualification of cadres and work in the countryside, developing a clear map for the rehabilitation of hospitals with integrated packages in cadres, equipment and maintenance, and formulating specific projects for commercialization through partners.
The conference was held last Wednesday and Thursday under the generous patronage of the Vice President of the Transitional Sovereignty Council, Mr. Malik Aqar Air, under the direct supervision of the Federal Minister of Health, Dr. Haitham Muhammad Ibrahim Awadallah, and in honor of the governors of the Red Sea, Kassala and Gedaref states, and the ambassadors of brotherly and friendly countries, United Nations organizations and international and national organizations, and at the active initiative of the Beja People's Graduate Conference, with the appreciated support of the National Health Insurance Fund and the Sudanese Minerals Company, and the valuable participation of the Directors General/Ministers of the Ministries of Health of the Eastern Region states, and in the distinguished presence of the departments of the health services of the regular forces, the leaders of the military region, the Eastern Sudan Consultative Council and the civil administrations.
Fifteen scientific papers were presented at the conference by a number of experts and specialists in various aspects of health, focusing on the current epidemiological situation and effective ways to address it, as well as the most pressing health problems and appropriate solutions. through in-depth discussions, broad deliberations, a dialogue session with the community and numerous recommendations from the participants, and concluded with the Arquette Declaration for the Development of Health Services in Eastern Sudan.
