A strategic vision for the State of Sudan after the end of this cursed war ✍️ Professor Fikri Kabbashi, Arab Secretary
I believe that before announcing the next transitional government, we should first evaluate the performance of the governments that preceded the outbreak of this damn war and find out the reasons for the failures that accompanied their performance during the last period , which led to this miserable situation. . I think the priorities to focus on are:
1. Develop an economic program adapted to the duration of the transition period which includes short-term projects to address the current crises in the supply of fuel, wheat and medicines, and medium-term projects to create an appropriate degree of exchange rate stability. ..
2. Prepare and deliberate on a draft electoral law benefiting from previous democratic experiences and the experiences of other countries that are similar to the conditions of Sudan in terms of geographical distribution and ethnic and cultural diversity.
3. Carry out a population census as one of the rights of elections in order to ensure equitable distribution of geographical constituencies, conduct an agricultural economic survey and pave the way for the work of a comprehensive national strategic plan over at least twenty years .
4. Prepare a global strategic plan, benefiting from national experts, covering all economic, agricultural and industrial activities using a solid scientific approach.
5. I would also like to draw attention to the preparation of a draft permanent constitution for Sudan which will be the first to be obtained and approved by the elected parliament after the end of the transition period and the holding of free elections and fair. so as not to be mistaken on a very important subject, which requires an objective vision of the companies which create the armed forces. There are three types. The first type is represented by companies whose character is to produce weapons and ammunition. From this point of view, they should remain under the umbrella of the armed forces in terms of security and taking into account confidentiality factors in their tasks. The second type is closer to cooperative associations and consumer goods transactions, and its capital is made up of levies on them. The third type is represented by companies that invest in the production of goods and services and whose activities are of a civil nature. These should be converted directly into public joint stock companies and their shares offered to citizens inside and outside Sudan. so that savings can be attracted, especially for expatriates. In this way, we ensure that we have attractive investment channels, and it is therefore possible to remedy privatization by re-listing to companies that had been privatized and transformed into public shares. their actions are proposed to citizens with great transparency. Their boards of directors are held by free and direct election of shareholders. The board of directors chooses the general manager and recruitment in these companies is done through free competition, guaranteeing the appointment. of qualified people. During controls with great transparency, and at the end of the financial year, the company is required to present a budget which will be presented to the general meeting of shareholders after the vacation, i.e. following the previous director. and the auditor is assured, or other persons are appointed with the approval of the shareholders, and so on.
The other issue, which is also of great importance, is the issue of military arrangements after the end of this damn war, and they must be in accordance with the military systems, which are basically represented by the armed forces to protect the country from external enemies . , the police forces to maintain security and public order in cities, and the General Intelligence Service to carry out certain tasks to assist the armed forces and police forces in maintaining security and provisions of sovereignty, such as in all the systems of respected countries, what. What is happening in Sudan, after stopping the hemorrhage of war, shedding blood and entering into peace, we must therefore attack the conditions of all those who carry weapons, which is represented by the components of the joint forces, whether members of the armed forces. struggle movements, i.e. mobilized and volunteers, and it is certainly not necessary to absorb them all into the armed forces. Studies must be carried out to determine real needs, taking into account ethnic, cultural and regional diversity, as well as ethnic diversity. police and general intelligence. As for the others, those who carry weapons and do not want to join the regular forces, or the terms and conditions do not apply to their qualifications, work must be done to prepare sponsored programs. by experts and specialists to reintegrate them into society by rehabilitating them and offering them professions that provide them with a suitable income that will help them lead their civilian lives, provide them with the means to obtain comfortable housing and live with dignity , work seriously to engage them in civilized civilian life and eliminate everyone. It would be possible to consider returning once again to the bearing of arms, and thus we could ensure the sustainability of peace in a free and democratic homeland based on justice, peaceful coexistence, cooperation and solidarity among all. its components.
