First: responsibility and control:
The rational government must be subject to the responsibility and popular surveillance of the initiative, and the local government is forced to report the results of the decisions taken on behalf of the company it represents, to explain them, and to answer all related questions and to take responsibility for their results.
Transparency and allowing people to follow and understand the results of government decisions taken by specialized and complete periodic reports, the extent of the application of constitutional elements, etc.
Second: establish the rules of participation and communication: people must have a voice in important decision -making, either directly, and even by giving people opportunities to provide recommendations according to their visions, through legal intermediate institutions which represent their interests, such as the House of Representatives and also by media communication with all its means and its surveys by specialized research centers and others.
