Al -fasher reorganizes the papers – the face of the truth – ✍️ Ibrahim Shaqlawi

The developments underway in the city of El Fasher, the capital of the state of Darfur du Nord, reflect the characteristics of a qualitative change during the war in Sudan, with the repercussions of the level of internal sales and the positions of international actors. In light of the accelerated deterioration of humanitarian conditions since the outbreak of the war in April 2023, and the growing regional and international interactions aimed at reducing the crisis or to gain the crisis, indicating indications of the possibility of entering Sudan in an articulated stage, which can reshape the conflict equations or reveal the limits of the different parties to political regulations.

For more than a year, the city of El Fasher undergoes a suffocating seat imposed by the rapid support militia, in order to suppress the most important bastions of the Sudanese army in Darfur, in preparation for the creation of the parallel government announced in Nairobi the 23rd of the last Brazira. This seat has led to the scarcity of food, the collapse of the health system and the scarcity of drinking water, in the middle of a massive exodus of the surrounding neighborhoods and camps, including the Abu Shuk camp, with a progressive disintegration of shelters.

The United Nations previously adopted a firmer position, which was obvious in the resolution of the Security Council 2736 of June 2024, which required a quick support militia to end the siege on El-Fasher and withdraw its combatants. This decision represents the first official international recognition of the seriousness of the situation in the city and opens the door to the possibility of taking other measures if the militia continues and its supporters in intransigence.

Population testimonies indicate an almost complete collapse of the daily life system. In light of the artillery bombings and high prices of basic goods at astronomical levels, food itself has become rare, while charitable daides have turned into stations for the daily survival of many residents, because the price of a free meal had already reached a thousand pounds, according to local media.

In the middle of this dark scene, the United Nations moves emerged yesterday as an attempt to test the gravity of the parties by experimenting with non -military options. The telephone call between the Secretary General of the United Nations, Antonio Guterres and the president of the sovereign council Abdel Fattah Al -Burhan, supported the appointment of Dr. Kamel Idris as Prime Minister, Al -Burhan confirming his commitment to form an independent government. This reflects an international desire to support the political transition in the country.

But the most important thing came in Guterres’ invitation to announce a weekly humanitarian truce in Al -fasher, a proposal that was greeted by the official approval of the Sudanese Sovereignty Council, which provided a good margin of humanitarian organizations.

The militia rejected the rapid support of this truce revealed its lack of gravity, as the adviser to the rapid support commander, Al -Basha Tabeq, described the truce as an “excuse to introduce ammunition for the besieged forces”, accusing the army using civilians like “human shields”, considering that real human action is what is done through their human weapon Forces “.

This refusal clearly reflects the indifference of the militia to human tragedy, as well as the alert on the greatest dilemma: it is the burning policy of the earth to which these forces have been engaged since the start of the war, to fight and move civilians and block the road before any humanitarian attempt to support them.

In addition to military climbing, we are witnessing various indicators in the field of negotiation. In Brussels, the Kingdom of Saudi Arabia announced during the meeting of the consulting group last week its commitment to relaunch the Jeddah platform, calling for the cessation of war and the prevention of external interference. In addition, the declarations of the rapid support advisor, Ezz El -Din Al -Safi, in the Middle East newspaper, seemed a preliminary preparation for dialogue, but he linked this to the clear guarantees and previously agreed on the mediation mechanisms.

On the other hand, leaks on unexpected negotiations between Sudan and the United Arab Emirates, through the rear channels, reveal deep disputes concerning the participation of the militia in government, because Khartoum firmly rejects the support granted to any permanent political or military representation, which implements an impasse.

In the humanitarian context, we attended the landing of a Darfur aid plane yesterday in a European human air bridge. This event is an indication of the beginning of a new rescue path which can impose a different reality, especially if the bridge develops towards other areas or turns into a lasting corridor under the supervision of the United Nations.

The facts indicate that all the parties, including the United Nations, revalent their positions in a strategic impasse characterized by military drains of the two parties and a catastrophic human deterioration. The army adheres to the central authority, while the militia seeks rapid support to extract legitimacy on the ground by controlling El-Fasher. International efforts and the formation of an independent civil government can represent a final opportunity for a political solution, provided that the ceasefire is guaranteed, the sovereignty of Sudan and the presence of neutral mediation which supports the transfer and restoration of security.

In the light of the face of truth, the United Nations movements in El-Fasher and increasing international positions can be a starting point towards a new scene entitled “Restoring security and peace”, but this is subject to a Sudanese will which goes beyond military accounts and puts the suffering of civilians in the foreground. It is necessary to stop the regional support of the militia and the effective advantage of the humanitarian corridors announced by Sudan through its permanent representative to the United Nations, the Ambassador Al -Harith Idris.

Today, Al -Faisher is not a battlefield, but rather a real test of the will of peace.
