The state of Khartoum goes through one of its most precise historical stages, because the service crises intersect with the complexities of security and political scenes, in a dark form which clearly reflects on the lives of citizens. Among these crises, the problem of water arises as one of the most serious forms of daily suffering, in particular in the district of Karari -Al -Safa, to the west of rue Al -wadi near the department of Hatana, where water is no longer an available natural resource, but rather transformed into a high commodity which weighs families of limited income.
The Al -Manara station, one of the most important sources of water supply in the region, completely depends on electricity. With the recidivism of the infrastructure by the rapid support militia, the station has stopped operating, which led to severe humanitarian impact. The bakeries stopped, the queues awaited a disguise and the water turned into a stifling living crisis.
In the Al -Safa district, residents depended on the Al-Hara 20 district as a semi-semal sole source in the event of a canvas, but it was sheltered because of its limited design capacity. Consequently, the cost of a barrel of water has increased to more than forty thousand pounds, in an area of which most populations live in daily entrance or government pensions that do not follow the rate of life costs.
In response to this painful reality, the Popular Committee of the district launched an initiative aimed at digging an underground well as a practical and sustainable solution. The committee expressed its desire to cooperate with the private sector, humanitarian organizations or with the government of the State, whether by societal contribution or technical coordination, in a decision which reflects a deep popular conscience and a serious desire to overcome the crisis.
However, this initiative, like its predecessors, of local initiatives, is still waiting pending, awaiting a clear administrative decision and logistical support from the competent authorities. It is reported that other districts of the locality of Karari have already managed to dig underground wells with official or popular funding, which indicates the feasibility and efficiency of this option, if political will and executive support are available.
The visit of the governor of Khartoum, Ahmed Othman Hamza in the two stations of Beit Al -Mal et al -Manara, and other sites, constituted a positive indication of an official conscience of the size of the disaster. But this consciousness has not yet been translated into a practical plan to restore water in the affected areas. The governor’s promises are always locked in the statements while waiting for the implementation, while residents of the Al -Safa district say that they are “the first to be cut off from the water, and the last to be used to the pumping resumes”.
The sons of the Al-Safa district, who joined their homes despite the war and the bombings, did not deem it necessary to resort to the press to deliver their voice, after the voice of the local administrative decision was absent. For them, the interruption of water is no longer a service crisis, but it has become blatant proof of the fragility of the emergency system and the mismanagement of the crisis.
The war which takes the destruction of infrastructure is a means of weakening the state, requires an unconventional response. It is no longer to continue to count on electricity alone to operate the water stations. What is necessary is to provide effective alternatives, such as electricity generators or solar systems, and to develop an emergency operating plan that ensures the continuity of the service.
The water crisis in Khartoum has exceeded the limits of local affairs and has become a dangerous indication of the weakness of the government administration. In the Al -Safa district, water has become a real state test: can you preserve this fundamental right, or leave citizens prey to thirst and exploit weak souls?
From the face of the face of truth, the post-war challenges require a new management model. There is no longer any room for postponed promises or temporary solutions. Radical decisions are necessary to restore water to citizens and trust state institutions. Water is not only a life resource, but a pillar of social stability and a pillar of national security.
