Characteristics of the establishment and the transitional government ✍️ The truth is not Ibrahim Shaqlawi

The appointment of Dr. Kamel Idris as Prime Minister reaches a joint political moment in the history of Sudan, while he faces the task of re-establishing the state again. After years of collapse and political divisions, the task of the new government seems to be similar to a complete rescue process which requires courageous decisions and a rational structure for government institutions, while reaching new sales governed by the interest of Sudan.
Since the fall of the Bashir regime in 2019, Sudan has been under the weight of overlapping crises: a legislative vacuum, economic deterioration, security fragility and social disintegration, which has reached its peak with the recent war which deepened injuries and noted the transfer and foundation issues.
The appointment of Idris came in the absence of an active legislative council and the retirement of the political forces on their zero internal conflicts, with the attempts at armed movements to keep the influential ministries despite the end of the mandate according to the Juba agreement, which raises a question on the possibility of achieving a balance between the establishment of the State and the representation of these parties.
Idris is highlighted among these challenges as an intelligent, independent and consensual character, with an international dimension, capable of moving to the spaces available to build a new path, although gradually.
One of the remarkable indicators on the expected government approach is the structural amendments disclosed in the executive system, which has been represented in the integration of oil, electricity and dam ministries in a unified ministry, which reflects a tendency to integrate the energy sector and achieve the effectiveness of resource management, which is a necessary tendency to the light of economic deterioration and the decline of energy services A trend in light of economic deterioration and the attraction of energy services.
The ministries of irrigation, water resources and agriculture also integrate under a single umbrella, which reflects the awareness of the importance of the relationship between water and food security, in particular after the deterioration of the country in irrigation structures and the absence of ruling strategies, as well as the dispute over natural resources and the decline in agricultural production.
We are also talking about the return of the Ministry of Human Resources and Labor, in a clear reference to the government’s intention to resolve the question of public service reform and to regulate the labor market, within the framework of a broader strategy to achieve social justice and the stability of employment.
The Ministry of Technology, the Environment and Renewable Energies is likely to create a qualitative change in the vision of the Sudanese post -war state, such as the government – for the first time – seeks to harmonize economic development with digital transformation and environmental challenges, in order to improve the tendency to build a sustainable knowledge economy.
With regard to the Ministry of Human Rights and Legal Affairs, it embodies an answer which expresses the State’s commitment to the reform which addresses violations, the reconstruction of confidence with the citizen and the affair of justice to sovereignty and law. These modifications reflect a rational approach to the administration of the State, which goes beyond the logic of ministerial inflation and traditional quotas, and are aimed at rationalization and functional integration, which is a necessary step in the light of limited resources and the erosion of the administrative structure.
Despite this ambition to restructure the executive, the political scene is still complicated. The expected government will be granted, according to the leaks, seven ministries of armed movements signed on the Juba agreement, without the Ministry of Finance, which has been an objective of controversy in recent years. This step reflects an attempt to balance between the involvement of these forces to the government and the need to release the financial institutions of the pressures of the interests of the parties.
In this context, the declarations of the head of the movement of justice and equality, d. Gabriel Ibrahim, to confirm the importance of giving enough time to ministerial training to guarantee effective representation, as he said after meeting Idris: “I looked with him how public questions could go quickly and seriously. This declaration reflects a rapprochement between the armed movements and the Prime Minister, and opens a door to more understanding in the next step.
In light of this equation, it seems clear that Dr. Kamel Idris can adopt a tactical approach to declare ministerial training, in order to save time and constitute a wider consensus with political blocks to underline the idea of the independence of the government. Enlightened sources have indicated that some bags are still negotiating, because names with large experiences have appeared in a number of professional areas, which justifies this cautious in the formation of the government.
It should be noted that Idris movements were not limited to closed rooms, but rather extended on the ground, where he made visits to sovereign security institutions, such as the intelligence service, the police and the armed forces, in addition to meetings with members of the sovereign council, including soldiers and civilians. He also made visits to citizens and made Eid prayer between them, indicating his desire to gain direct popular legitimacy far from the contradictory elites.
The success of the Prime Minister in its mission depends on its ability to overcome the logic of quotas and to impose the logic of the State on the logic of loot. It is also subject to the launch of real real that reconstruct confidence between the citizen and the government institutions, and place Sudan on the railway of recovery.
In the light of what “truth” is, we can say that the government of Kamel Idris represents a serious attempt to redefine the relationship between the State and society. By reducing the number of ministries and developing another which reflects the priorities of the post-war, and the success of this experience depends on the Prime Minister’s ability to build a homogeneous and coherent team, capable of translating this ambition into practical policies. Either this government is the start of a new establishment, or another station in the unsuccessful transfer route that has exhausted the country and has kept the people.
You are fine and well.
