It is a satirical metaphor that clarifies how certain people, institutions or even peoples deal with a clear problem as if they were incomprehensible, and instead of recognizing the truth, they blinded them and mastered in its justification.
The idea is simply:
If you discover that you are a passenger on a dead horse, the best and easiest solution is to go down and leave it.
But the reality says the opposite! There are those who insist on taking strange measures instead of dealing with the truth, such as the purchase of a new horse.
Or feed it with a flow as if it were still alive.
And change the knight he goes up.
Or isolate the employee responsible for his care and replace him with another.
Or organize meetings to discuss procedures to increase the speed of the horse, or train committees and work teams to study the status of the dead horse and analyze the subject on all sides.
And other procedures that are not fattened and not satisfied with hunger
