For years, higher education institutions have attended a state of agitation in identifying the tuition fees, which negatively reflected students and families. With the drop in government financing and high operating costs, universities have left wide freedom to estimate costs without clear controls, which led to an unjustified disparity between one university to another and even a college and another within the University itself. This chaos threatens the principle of equal opportunities and increases academic leak rates, which requires urgent and balanced solutions.

The first step to control this chaos consists in establishing a binding legal framework which defines the criteria for pricing according to a realistic and studied cost which takes into account the income of Sudanese families. The Ministry of Higher Education should issue a national regulation which regulates the ceilings of fees and periodically use them in proportion to real inflation and operating costs, while obliging universities to announce their budgets and their faces of exchange in full transparency.

Second, it is necessary to reactivate the government’s support addressed to the higher education sector as an investment in human capital, not as a financial burden. The government can allocate a fixed percentage of the general budget of universities, as well as to encourage the private sector and donors to establish accessories and soft loans for students, in a way that reduces the excessive dependence of universities on costs.

Third, the control and responsibility mechanisms must be developed by establishing an independent organization to monitor the costs and ensure that the needs of students are not used. This organization is authorized to intervene when unjustified abuses or increases occur, with channels available for students and serious families.

Fourth, it is necessary to adopt alternative solutions to the financing of universities such as investment in applied research, partnerships with the industrial sector and the development of sustainable self-resource (university land investment, providing consulting services). These steps reduce pressure on costs as a source of funding.

Finally, the conscience of the company should be reinforced by the importance of early financial planning for university education and the encouragement of a savings culture, as well as the launch of support programs for exceptional low -income students.

The main thing, controlling the chaos of university graphs is not an impossible task if there is a political will and a vision of participatory reform. Higher education is the gateway to development, and its protection against imperfection and chaos is a guarantee of the future of the generations of Sudan and its ability to increase after its severe crises to which it was exposed by an active malicious act.
