The Governor of Khartoum, Mr. Ahmed Othman Hamza, has issued State Resolution No. (6) of 2025 AD in implementation of Ministerial Directive No. (6) of 2024 AD issued by the Federal Government Ministry stipulating the formation of agile state governments, since the decision stipulated the merger of ministries as stated in the directive as follows:
1. The Ministry of Finance includes departments of an economic nature (Finance – Investment – Agriculture – Commerce and industry – Livestock – Labor – Human resources development).
2. The Ministry of Education and Services includes service departments (Education – Infrastructure – Engineering Affairs – Endowments – Youth and Sports – Culture and Media).
3. The Ministry of Health includes both preventive and curative health – social care – zakat – health insurance – pensions and humanitarian aid).
The governor also issued State Resolution No. (7) of 2025 AD, which stipulated the reappointment of directors general of ministries as follows:
1. D. Nawal Bashir Mohamed Banga, Director General of the Ministry of Finance and Minister-designate.
2. D. Qaribullah Muhammad Ahmed, Director General of the Ministry of Education and Services and Minister-designate.
3. D. Fath al-Rahman Muhammad al-Amin, Director General of the Ministry of Health and Minister-designate.
The decision ordered the relevant authorities to implement it immediately in accordance with what is stated in the explanatory memorandum on the structure of ministries published by the Federal Minister of Government on 24/11/2024 AD.
