International scholarship for the development of the Sudanese campaign – the face of the truth – ✍️ Ibrahim Shaqlawi

The Declaration of the Minister of Finance, d. Gabriel Ibrahim, a window of hope on the Sudanese scene, seeking to move forward, when last week announced the start of practical procedures to combat the arrears of Sudan to the International Fund for Agricultural Development (IFAD), allowing the restoration of international funding allocated to small farmers and sponsors in the United States.
This declaration carries human beings that our people expect in the campaign, so these signals reflect an increasing conscience of the government that rural development has become an existential priority linked to national, economic and social security at the same time.
The international subsidy promised by the fund, worth $ 47 million, represents a clear international message that a return to the path of development support is possible, if the Sudanese government responds to the minimum terms of institutional and financial stability.
However, this support cannot be separated from the political context which should go beyond bitterness, despite the complex scales of war which require transitional justice, regional interventions and the strengthening of the state system in many productive regions.
Consequently, rural development is a real national imprudence. The Sudanese campaign is no longer just a space for agricultural production, but rather transformed into an area of conflict between two projects: the national project for the research of stability, development and advancement, and the reinforced chaos project led by the rapid support militia, which, on April 15, 2023, tried to implement a bloody coup to control the government, supported by internal extensions and regional forces to seek to resolve the political card in our political card country.
This war was not satisfied to target the capital, but rather destroyed the production structure in a certain number of Sudanese states, deprived of the thousands of families from its source of subsistence and withdrawn hundreds of agricultural companies from the circle of the action of economic development.
War was, practically, a double coup: on state institutions and the country’s ability to produce food. Small projects in the campaign created by water harvesting projects, irrigation canals, agricultural roads and cooperative companies, all have become direct victims of battles, either by sabotage, or by forced negligence on the side of maintenance or looting and trips.
In the light of this development disaster, connecting rural development to projects is a political necessity to restore the state of the parties at the center. A real political stability in Sudan cannot be imagined without allowing small producers in the campaign of survival and production tools, from the field to funding and from infrastructure services to agricultural councils.
This can only be achieved through intelligent policies that we look forward to that the government of hope passes, in which social justice is combined with the balanced distribution of resources, in which financial reform efforts are linked to a broader project to redefine the relationship between the State and the citizen in rural areas.
In addition to the challenges of war, the Sudanese campaign also faces the effects of climate change, which caused a devastating drought and frequent floods, destroying cultures, weakening livestock and incited many societies on the verge of collapse.
However, the possibilities remain inherent, if international funding is used effectively and oriented towards real production projects, rather than wasting it in bureaucracy or politicization. The rehabilitation of irrigation networks, stimulation of sustainable agriculture, support for rural women and the expansion of distribution and storage networks, are all the inputs necessary to convert external funding into productive energy which directly reflects the lives of people.
Consequently, the government of hope requires that it transcends the role of the traditional executive into active performance, the definition of development as a tool of resistance and transforms the campaign of a victim to the conflict to a partner to build peace. Without this transformation, support and help projects will remain in the sterile rehearsal circle, while the campaign remains trapped in fragility and possibilities, and food security will pass from a national objective in permanent crisis.
Consequently, according to what we see in the face of the truth, the plans that the government of hope has launched in this context will not succeed unless we are associated with a solid political will, which goes beyond close accounts and fights the battle for rural development as a national battle. At the time of the national division, the earth, the water, the seeds and the areas become real tools of national resistance, and with this understanding, we must establish for the next stage of the rise and the launch.
