JABER Committee: State security or confiscation of power? – The face of the truth – ✍️ Ibrahim Shaqlawi

The decision brought large powers to the committee, which included: the emptying of the capital of all combat forces, the abolition of random housing, the security of the city, the violation of foreigners and the restoration of the basic services. The decision began as an attempt to reorganize Khartoum’s conditions and to deal with the deformations left by the war. However, these powers, according to observers, reflect a tendency to relegate the relationship between central authority and the components of the civil and military regime.
The decision raises several problems on several levels, in particular that the formation of a committee with executive powers includes the ministers of the existing civil government, led by the Prime Minister, Dr. Kamel Idris, reproduces the “parallel government” model and raises constitutional questions on the extent of respect for the constitutional document modified for the year 2025 AD.
It is true that some justify this step with exceptional security circumstances and is based on certain amendments which have given the Council of sovereignty a broader role in the management of affairs of the State, but the direct overlap of the Ministries of Energy, Education, Health, Interior and Vital Installations can be weakened by the Authority of the Council of Ministers. The absence of the Minister of Finance, responsible for financing reconstruction projects and the guarantee of state obligations, is a remarkable weakness in the training of the Committee.
For the committee to succeed in carrying out its tasks, its head office should be in the state of Khartoum itself. Administration is a distance or through reports is not suitable in a complex situation, such as the current situation. The challenges on the ground require a real presence, a direct interaction with the executive system and in preparation to make decisions. In addition, the position of the committee in the capital sends a strong message to citizens and the international community that the State is serious in the reconstruction of its institutions and that Khartoum’s control has been completed.
The decision security party is extremely important because it reorganizes the scene of the armed presence in the capital, specifying those who have the right to remain and which should be transferred to the fronts of the combat or training camps. According to professional security standards, only regular and civil regular forces in cities, such as police, military police, detectives, public security, information and information may be present. As for combat forces and armed weapons, their natural place is outside cities, in preparation camps or fire lines, and not between markets, hospitals and residential districts.
This is currently happening by the survival of the forces of armed struggle movements – despite the signing of the peace agreements – within the city, raises legitimate questions. Some of these forces take place within the capital, have sometimes formed the centers of parallel authority, threatening the social levels and weakening the prestige of the state.
Citizens, for their part, are no longer tolerated by the scenes they lived during the pre-war, when the rapid support forces controlled the state joints, then turned into a source of chaos during the war. Consequently, the return of any armed demonstration – even under the banner “Peace” – will be welcomed with a large popular rejection. People have lost confidence in all those who wear weapons outside the official and disciplined state.
One of the most powerful aspects of the decision is that the armed forces have not excluded new arrangements, but rather called to restore its combat units, in the context of the redefinition of the role of the army as a national force to protect sovereignty. However, exceptional circumstances may impose a limited and organized military existence, centered on the periphery of the city or in emergency camps, in a way that does not violate the balance of security and does not undermine the civil character of the capital.
This balance between the decisive deterrence of security and the preservation of civilization of public space is the key to real stability.
According to what we see from the face of the truth, the decision reflects a clear tendency to control the security situation in the capital and to consolidate the centrality of the State, but at the same time, it constitutes a real test of the extent of the severity of the transitional authority by moving from the logic of the control of the rule of law and good governance.
Between these two points, the characteristics of the new Sudanese state take place after the war.
