The State must also preserve the material and moral rights of journalists so that they can exercise their journalistic mission with credibility. and accuracy and balance, so as to strengthen the state's efforts to export its media message with impartiality, transparency and credibility, since they are not just mere transmitters of information, but rather constitute an essential element to shape public awareness and support. The state faces challenges. If the state does not stand by journalists and provide them with resources and support, it will run the risk of losing control over media material and the quality of content of all published materials, allowing his enemies to spread misleading information and strengthen defamation and rumor campaigns against him.
