Kamel in New York to win the diplomatic battle – the face of the truth – ✍️ Ibrahim Shaqlawi

In a remarkable decision which reflects a conversion converted into the Sudanese state speech to the international community, Khartoum decided to push Dr. Kamel Idris, Prime Minister, to lead the Sudan delegation to the 80s of the United Nations General Assembly.

This decision, which has emerged from the expectations which suggested the participation of Lieutenant -General Abdel -Fattah Al -Burhan, president of the Council of Sovereignty, expresses a precise political reading of the data on stage, and a perfect distribution of roles within the institutions of authority, employing civil and diplomatic tools in the restoration of the State and its regional and international position.

Kamel Idris, who has a long record and supervisor in the United Nations system, is not an emergency on these platforms. His presence at the head of the delegation of Sudan sends a clear message: that Sudan is no longer sufficient to condemn the violations and the rebellion of the victim’s position, but rather goes to the international armed community of legal and civil legitimacy, to fight against his diplomatic battle for the position of the aggressor, who is able to provide his national story in an institutional language based on facts.

And if the evidence announced in New York last year a clear roadmap to get out of the crisis, on the basis of the training of a government of national skills, modifying the constitutional document, launching a Sudanese dialogue and a transitional process of three years, then Kamel Idris represents today the implementation of this card, and its practical mode of achievement, at the head of the civil government that the international community has prepared.

From this point of view, its presence at the United Nations is the restoration of the civilian face of the Sudanese state, at a time which requires proof of severity in the implementation of obligations.

Khartoum, by choosing to send Idris, bets on the investment of his legal and international experiences, to build a balanced discourse, but it is clear in its clarity. A discourse that is no longer satisfied to explain the crisis, but rather goes further to demand an exact description of the nature of what is happening: a sustained regional armed rebellion, commit atrocities against civilians and uses foreign mercenaries to destabilize the state.

The change in the official discourse of the defense formula to the attack formula is part of a new strategy, which considers that international complacency to describe events and the hesitation to take decisive positions has directly contributed to the extension of the war, and to weaken the impact of international decisions, led by the resolution 2736 issued by the Security Council, which asked for rapid support to stop the Siege of the El-Fasher and withdrawal of his strength.

In this context, Idris participation has more than one message. First, it is an assertion that the civil transformation project in Sudan has become an embodied reality in civil leaders who speaks in the name of the State and is international and constitutional recognition. Second, an intelligent direction of international efforts to support the legitimate government, instead of being attracted behind extensive approaches between the state and the rebels.

Third, the opportunity to redefine the position of Sudan on the map of international sales, as a rational partner seeking to build real peace based on the dismantling of violence tools, the restoration of state institutions and the realization of transitional justice.

The message that IIDRIS holds in New York is aimed at governments, as well as public decision -making centers, international organizations and decision -making centers. A message that Sudan does not seek charity, but is rather called to a fair partnership which establishes its security and its stability at the heart of the regional and international equations, and realizes that the continuation of the conflict threatens not only the unity of Sudan, but opens the door to the crises of chaos, to extremism and to cross crime, and exacerbates immigration and asule.

This movement cannot be separated from the wider regional context. Sudan, due to its location on the Red Sea, and its extension in African depth, does not move in the void. He is affected and interacts with complex intersections that include maritime security, energy sales and the war of marine corridors. Consequently, diplomatic participation of this type also sends signals, that Khartoum is ready to play a central role in regional sales, but on the basis of the recognition of his sovereignty and support for his civilian course, not biting him with hesitant positions or compromises with the militia.

At the same time, Dr. Idris, with its expertise and international networks, is the most suitable for presenting the real fears of Sudan: from the explosion of the crisis of irregular migration, towards the danger of the expansion of armed groups in the emptiness of the State, towards certain regional countries to use the Sudanese crisis as a tool of negotiation or pressure in files which have nothing to do with Sudan.

The summary of the scene, as we see from the face of the truth, is that the presence of Dr. Kamel Idris at the United Nations is a real test of the ability of Sudan to provide his story to the world in the language of law and politics. Its success in this task can constitute a diplomatic breakthrough which restores Sudan and undermines the story of the militia, while failure can open the door to opponents to fill the void and distort the image of the state. It is a decisive diplomatic battle, which may not be lower than the field, but it will undoubtedly contribute to determining the characteristics of the next Sudan.
