Kassala Governor Stresses Need to Respect Implementation of Regulations and Laws Governing State Work

The Kassala State Legal Department organized a training workshop titled Administrative Decision, Procurement, Contracts and Anti-Corruption in cooperation with the Ministry of Finance, which was attended by the Acting Governor of Kassala State, the Major General Ma'ash Al-Sadiq Muhammad Al-Azraq, who expressed his joy at participating in this workshop, which is important in view of the topics that will be discussed.

He also stressed the importance and necessity of respecting the application of regulations and laws governing the work of the State within the various institutions.

He said the workshop came at an opportune time to assess, evaluate and promote administrative work in ministries and localities. The governor called ignorance of the law a disaster, as well as knowledge of it and the inability to act accordingly. He warned against getting lost in legal issues and treating them emotionally, and called for the importance of good strategic planning so that it becomes one of the regulations and laws which regulate the work, in addition to bringing the legal advisor closer in certain aspects. of advice. He said we had suffered from such errors in the previous period and praised the role of the Ministry of Justice and the Law Department in organizing the courses the state needs. in all areas, indicating that their results will be positive, the governor announced that the state will adopt the results of the workshop from the point of view of the importance of applying the law, complying with it and ensuring the enforcement of regulations and the law. in addition to organizing courses to improve the abilities of workers. The governor revealed the extent of the flaws in state institutions, noting that violations hamper work and create delays that are difficult to resolve. He ordered the directors of ministries and localities to maintain the laws so as not to circumvent them. the state does not suffer any harm if it remains aloof from personal interests and public concerns.

For his part, Director of the Legal Department, Maulana Abdul Ilah Zain Al-Abidin, welcomed the workshop participants from various parties. He said the workshop was of great importance and praised the cooperation of the Ministry of Finance with the administration in organizing the workshop, highlighting the skills of the Ministry of Justice in establishing the Rule of law and the rule of law so that the government institution He added that the workshop addresses three axes: administrative decision, procurement, public procurement and the fight against corruption, which are among the related issues which must be handled in accordance with the government system and the law. protection of public funds. He said that we seek, through the workshop and the targeted people, to strengthen the administrative decision with the law, in which there has recently been an increase in appeals against administrative decisions, which requires conditions for their validity and their decision. He explained that the part related to purchases and contracts requires processing them in accordance with orders, emphasizing the importance of good purchasing and administrative decisions made in accordance with the law, which contribute to reducing corruption.

On his part, the Director General of the Ministry of Finance, Musa Oshik, expressed thanks to the Legal Department for sponsoring the workshop and said it came at an opportune time ahead of the preparation of budget proposals for the year 25. Moussa highlighted the tasks of the ministry, including the protection of public money and the need to carry out purchases and contracts in accordance with the relevant laws. He added that the authors of the documents will provide participants with all the required data, emphasizing that procurement is an important task and that a special department has been assigned for this purpose, working on the implementation of the procurement law and contracts for all state properties in the country. In accordance with regulations, in addition to overseeing the procurement of security and defense services with confidentiality and implementing funded contracts with organizations and others, he said we believe the workshop will have consequences, calling on participants to benefit from what is. presented at the workshop, announcing that the ministry will adopt the following recommendations.

Dr. Ibrahim Dreij, representative of the Minister of Justice, highlighted the importance of the workshop and its themes. He said that we, at the ministry and the state, anticipate in the coming period what is related to the construction of the rule of law and continue. with excellent work. He added that capacity building helps to develop work and reduce conflicts related to administrative weakness, referring to the directive of the Minister of Justice to organize such workshops in all states. He welcomed the initiative of the State Legal Department in organizing the workshop and added that we in the ministry are responsible for the rule of law and called for making recommendations that will help the State and the legal department in matters related to the workshop.
