Indeed, there are other very important initiatives with the Humanitarian Aid Commission, by assigning a number of health centers in El Obeid to treat patients selected by some national and international organizations to provide them with humanitarian aid according to their health conditions.
In the context of all these concepts, it is absolutely necessary, and at this particular time, to reformulate a new partnership contract with the Makkah Ophthalmology Hospital in El Obeid, to resume the provision of diagnostic and therapeutic services to eye patients, given that the Makkah hospital has a brilliant history, advanced capabilities and maintains its qualified staff.
It is true that there may be debts accumulated on the North Kordofan Health Insurance Administration, and this may have been before the outbreak of the war (April 15, 2023), due to the high cost of therapeutic inputs, salary costs for technical and administrative tasks. staff, the low value of the monthly contribution of the insured compared to the high operating costs, and the fluctuation in the execution of the budget of previous years due to the ongoing political unrest after the revolution (December 19, 2019) and the inability of financing. partners (federal finances, state and federal zakat) to pay their huge financial obligations to the Fund, all of the above may have been a reason to stop the treatment service for eye patients at Makkah Medical Hospital, but now I believe. It is necessary to reach a financial settlement that is satisfactory to both parties, because of the importance of providing screening, diagnostic and treatment services to eye patients in North Kordofan, given that the people of North Kordofan and all the people of western Sudan look to Makkah Hospital as a refuge for their eyesight through which they can see in the darkness of darkness When night falls,
As far as I know, they were very happy when they received confirmed information that there is a large plot of land located southeast of Al-Daman Hospital in Al-Obeid (Al-Obeid International) that was allocated by the state government to build a huge building for the Makkah Ophthalmology Hospital, so that travel to the Sudanese capitals, or outside Sudan, is interrupted due to eye diseases (localization of treatments inside), and with this I believe that there is a close connection between the citizen of El Obeid, and all the localities of North Kordofan State, and between Makkah Hospital and the National Health Insurance Fund, I propose that the arrears be settled in the first instance, and a new approach be developed for the future because of the importance of continuing the process. service. I propose the following for logical solutions from my limited perspective:
1/ The Director of Health Insurance in North Kordofan State, Dr. Khattab Al-Samani Abdeen, pledged to pay a percentage of (25%) of the previous debts (arrears) in cash, and at the first meeting between the two parties. (Director of Health Insurance / Director of Makkah Hospital).
2/ Health insurance is required to pay the remaining debt (75%) over three months, and each month a check is issued for (25%).
3/ Health insurance is required to pay in full all claims for the new month after the resumption of service, according to the monthly frequency rate.
4/ The administration of Makkah Eye Hospital is committed to meeting all the needs of white-eyed patients (achieving the goal of localizing treatment within).
5/ Any other conditions that the parties deem appropriate and necessary.
_ In my opinion (Al-Hassan), if there is an agreement on the above proposals, it is possible for eye patients with white eye disease and all residents of western Sudan to benefit from health insurance and outside it, and in these difficult circumstances, with an excellent and continuous diagnostic and therapeutic service, especially those who have already undergone operations and have not had them. They have the opportunity to follow up with specialists to measure their vision, in addition to the new frequency, which means that there are also significant financial returns for all parties that will contribute to reducing the employment rate and making the institution a leader as it was.
