The truth is far from what the minister suggested, in which Dr. Jibril, with his political intelligence, used the method of maneuvering or, in the language of athletes, of “dispersing the ball.”

– 10 days before the start of the war, the Federal Department of Finance disbursed all state workers' salaries for the month of March 2023 AD, in accordance with its commitment to pay them in the absence of the Federal Division Fund resources, which the Federal Ministry of Finance preferred to step away and fulfill its role during this period in exchange for its commitment to pay salaries for a period of more than three years previously.

The conditions may have changed after the war of April 15, 2023, which made the minister regret his previous decisions regarding the commitment of the Federal Ministry of Finance to pay salaries to the states in exchange for their renunciation of resource sharing, and because most federal revenues come from the states, notably the State of Khartoum…

It is true that the Federal Ministry of Finance may have given 30% of general state revenue to the Länder and withdrew from paying salaries, but the important question remains: where did the looted state revenues go and insecure because of the war? All of this revenue either went directly to the federal government, which began spending this item lavishly on its employees, or it went to the safe states and increased their wealth, causing the unsafe states with no revenue sources to work to collect the revenue. 30.% coming from federal finances to operate the services, as well as to spend them.
