Ophthalmologists in white lost (Al-Munadi Club) after failure of dialogue with Al-Basr Ophthalmology Charitable Foundation ✍️ Al-Zein Kendwa
_ On (July 13 of the current year 2024), I called the administration of the Health Insurance Fund of the State of North Kordofan, to inquire about the reasons for stopping insurance services for eye patients at Makkah Hospital, according to the complaint. I received citizens from Al-Obeid and other localities in the State of North Kordofan, and the director of the fund, Dr. Khattab, responded to me saying: The insurance has managed to restore most of the windows to provide diagnostic and therapeutic services to the insured, except for Makkah Hospital, as their administrations insisted on paying the entire debt amounting to (253) million Sudanese pounds. A letter revealed that his administration had presented a solution and promised to pay a third of it immediately after signing a new contract. contract and return service.
In general, a long discussion took place with Dr. Khattab about the return of the service, and I presented him with proposals that I should address to the administration of the Makkah Eye Hospital in El Obeid, which would be key points for the success of the initiative. so that we can all contribute to eliminating the damage done to the people of Greater Kordofan and Greater Darfur, as well as to the people of other states that have come. They are currently in war conditions, given that Al-Obeid is now considered the capital. of half of the states of Sudan.
The proposed solutions approved without hesitation by the director of health insurance are as follows:
1/ That the health insurance pays a percentage of one third of the amount of the previous debt, which amounted to approximately (83 million pounds, immediately), provided that the remaining debt is staggered by mutual agreement after a month of hesitation indicators, and the advancement of the payment so that there are no new difficulties in the payment of financial claims.
2/ The patient pays a deductible (25%) for all services upon admission to the hospital.
3/ A percentage (75%) of the cost of the new month will be paid immediately as an advance according to the frequency until the settlement of the claims amounts, provided that the remainder of the previous claim is paid with the filing of the new claim. with the payment of (75% of it), and thus the accounting procedures continue.
_ This matrix was presented to the administration of the Makkah Eye Hospital in Al-Obeid so that the solution could be a reality, and it was approved. However, I asked for a deadline not exceeding (72 hours) to submit the proposals to him. The response was delayed and I personally contacted Dr. Al-Aas, the Director General of the Sight Charitable Foundation. I explained all the details to him and he promised me that he would study these proposals with the members of the Sight Charitable Foundation. its central administration to formulate a response to us, and I accepted this response because it was logical and I confirmed that the director of the Basr Charitable Foundation, Dr. Al-Aas, runs an institution that works with a thoughtful participatory approach, but after a long wait and a difficult struggle, unfortunately, the response is really disappointing, due to the presentation of (mythical) prices under the pretext that consumables are in dollars and that the dollar is experiencing a crazy rise against the Sudanese pound, and that the roads to Al-Obeid are not safe and that expulsion is a difficult and complex problem, in addition to huge debts, such as the arrears of health insurance in Sudan, etc. For all these reasons, the purchase prices of the service. were astronomical according to the technical opinion of the health insurance services, so they were rejected much more than what was agreed in the first rounds of negotiations.
_ In general, there is something in the hearts of the administrations of the Basar Charitable Foundation not to (comply with the current difficulties that require enormous sacrifices from everyone) the failure of dialogue and all efforts to restore the health insurance service. at the Mecca Eye Hospital in North Kordofan State, and the main reason, in my opinion, is the emphasis on (material gains). Unfortunately, despite the fact that the case seems historical, it tells us that the Sight Charitable Foundation came for the. for the good of the weak, and because of this, it became (exempt) from customs, taxes and all fees imposed internally by the state.
Externally, it enjoys enormous and unlimited support from many charitable centers. That is why it has become a world institution, brandishing the slogan that it cares for the weak, the poor and the needy. It is true that it organizes camps and participates in therapeutic days, but these are programs and activities whose benefit is limited and not continuous.
– In any case, the positions of the Makkah Hospital administrations towards the ophthalmological patients of North Kordofan make us completely ignore them, and we wish them success in providing the service as they see it, but this bitter reality necessarily forces us to (reconsider twice) and think of a completely different approach in the context of ((Juha Oli Belham Torah)) is a patriotic look at the rehabilitation of the ophthalmology department of El-Obeid University Hospital, noting that the city of El-Obeid has about two consultants (Dr. Heba / Dr. Khalil) as well as more than eight ophthalmology specialists, young men and women, all of whom have a direct interest in the country, and of course in the citizen, is at the center of the event. What is required of them is a clear and serious national position, and it is by presenting an initiative that carries within it an integrated vision to establish an infrastructure for the localization of ophthalmology and eye surgery in Al-Obeid that will free us from the (bureaucracy) of any institution, whether charitable, for-profit or dual (charity/profitability), and it is possible to benefit from the efforts of the Health Insurance Administration in this difficult period to provide all the advanced equipment and devices for the El Obeid Eye Hospital, as well as the efforts of philanthropists, civil society organizations and the state government.
I believe that the presence of a qualified public hospital specializing in ophthalmology and surgery will help to localize the subspecialties of all specialists, because eye diseases, according to my modest information, are many and any disease requires a specialized specialist, such as (black/white/corneal water…etc.), so when specialists take care of this facility, they will help themselves and their colleagues of future generations to develop the profession and the requirements of scientific research.
_ Generally speaking, this is an initiative that I expect the relevant authorities to study and defend for the good of the people of Kordofan and Sudan in general.
