Shadow war .. The Arab League is embarrassed – the face of the truth – ✍️ Ibrahim Shaqlawi

Sudan woke up yesterday in an unprecedented escalation, when the city of Port Sudan was attacked by directing planes targeting Othman Dakna Air Force and civil facilities, in an attack described by observers as the most dangerous since the city turned to the temporary capital of the State. The official declaration published by the Sudanese government, through the Minister of Information and the official spokesperson for the government, Khaled Al -esir, has brought an unprecedented tone of clarity and confrontation, which said:

“The city of Port Sudan was subjected to an attack left by the criminal quick support militia, with the support of its supporters. Seven suicide bomber planes were used, which was coverage for an attack by another strategic plan on the Othman Dakna Air Force Dhabi, which constitutes a threat to national security and a risk to regional and international security.

This declaration, with its political and legal connotations, places Sudanese-Emirati relations before a crossroads and clearly affirms that Sudan is no longer considered as the internal conflict, a question is limited to a local geography, but it sees rather an extension of a regional conflict targeting the sovereignty of the State and its national decision.

This strengthens reliable reports to the United Arab Emirates with the support of the rapid support forces, where the report of the United Nations team of experts in April 2025 revealed the arrival of Bulgarian mortar shells to these forces, although the expedition was initially directed to the “reuters” of the United Arab Emirates. In October 2024, Sudan provided proof of the Security Council for the Supply of Abu Dhabi of Militia with military equipment and medical support, “Sudan Tribune”. Photos of industrial satellites have also documented the landing of landing planes in Chad, in a context suspected of the transport of “Reuters” weapons. On September 14, 2024, Human Rights Watch confirmed the use of rapid support for the missiles and Serbian water missiles and called for a complete ban on arms export to Sudan.

Despite this accumulation in evidence and declarations, Sudan has not yet launched an emergency session of the Council of the Arab States League, a stage which seems urgent in the light of the clarity of the nature of the aggression. It seems that part of the hesitation is due to the presence of currents in the Sudanese state which still bet on the maintenance of diplomatic relations with the Emirates, and perhaps a calculation of the reactions of the sisters countries, despite what the facts on the ground reveal.

At the regional level, the Saudi Ministry of Foreign Affairs published a statement in which it strongly condemned the targeting of vital installations at Port Sudan and Kasla. Although the declaration was not called the aggressor, he stressed the need to respect Sudan’s sovereignty and immediately stop fighting, and stressed the kingdom’s support for a political solution that preserves the unity of the state. The Qatari Foreign Ministry has also published a declaration, describing targeting as contrary to international law and standards and is a threat to the security of the region. The Egyptian Ministry of Foreign Affairs and the State of Kuwait are also the Republic of Iran, the African Union and the Gulf Cooperation Council.

These positions should invest in building a unified Arabic position in support of Sudanese action, in particular in the light of the growing regional and international anxiety of the repercussions of the war.

From the point of view of security, the Sudan port attack opens the door largely to the need to restructure the air defense system, dismantle sleeping networks and activate emergency laws to secure the interior, especially since the Sudan port is currently the lung from which the Sudanese state breathes with the outside world. As for the continuation of current security policies, which are based on the reaction, they devote weakness and leave it according to developments.

It must be recognized that war has gone from an internal conflict in an open regional confrontation, aimed at dismantling the state and imposing a political reality which serves external agendas. This escalation puts us in front of what is called the “War of the Shadows of the Agency”, where the regional parties use the militia of rapid support to carry out military operations on the name, which complicates the military scene and prolongs the war, in attempts to impose a political settlement which saved the local and regional supporters of the legal responsibility of their role in the war and the support violations which accompany the violations. In addition to allowing international intervention and each delay to appoint questions with their names, the attackers give more time to restore positioning and deepen their penetration in Sudan. The Arab States League must also move immediately so that it is not described as a negativity.

The current moment does not allow hesitation. The war has turned into a complete battle on the Sudanese state, and it could no longer be reduced to an “internal rebellion”. All the tools of the political and diplomatic response must be activated, in particular by addressing regional and international organizations, and the construction of joint defense alliances with friendly countries which have the will and the capacity to balance regional intervention.

This, according to what we see from the face of the truth, Sudan faces a proxy war which is managed from distant capitals with local tools, targeting the unity, resources and the future of the country. It is time for the State to move with all its tools to defend its sovereignty, and not to leave the paths of war and diplomacy in the hands of chance, gracious or losing accounts.
