*DD1/* In the past, in the world of intelligence and security, the term assassination was often used to describe an organized and deliberate assassination operation targeting an important government or opposition figure with intellectual influence, political or military, a senior official, a tribal leader, a political activist, etc. It seems that this term has developed over time due to the change and shift in political concepts that forced experts from international intelligence agencies and some specialists in psychology and crowd psychology, to study the effects of incentives and political and ideological factors and personal and instinctive motivations on human behavior, to devise a new term that we can call It is targeted assassination, which is usually carried out by choosing secondary targets in a thoughtful and professional manner for figures who may seem unimportant in the public eye, so that each such assassination appears as if they were the main objective, when they are only secondary objectives which contribute to achieving the 'hidden objective – of the plan, in other words, they. are presented as mysterious assassinations that do not have a clear explanation, but they have many aspects that can be analyzed according to the point of view of the recipient and the analyst, so that the analyzes and interpretations come into conflict and increase the ambiguity of the crowded scene due to political, economic, tribal, religious or racist reasons, or the fog of war, and the motive behind the assassination is that the party who carried it out will benefit from it. one way or another, thanks to the spread of a general state of fear and confusion. and confusion which will lead to widespread chaos and lack of trust in legal authorities or government, and whenever this becomes widespread, the negative understanding becomes ingrained in people's minds. This is natural – for example – for the State of Khartoum, or for a certain number of them. States, or Sudan as a whole, to turn into a hell of ever-deteriorating security chaos, leading to a growing phenomenon of instinctive fear among the masses, as well as the increase and spread cases of acquisition of weapons outside the country. the framework of state control, thereby placing weapons unregulated in the hands of citizens and allowing them to deal with any potential suspects or attempt to mete out justice outside the framework of the law. the state, security and safety will continue to be impaired, the arms trade will increase and gangs and unruly elements will be active in violating laws, sabotage, armed looting, spreading killings and challenging to the State and its collapse. The dissemination of this enormous quantity of weapons outside the control of the State constitutes a real threat to security, economic, political and social stability, and this is the hidden objective that must be achieved .
*2/* It has become clear that there are parties and elements that intend to stir up public opinion through rumors and certain publications in the electronic media and (lives) that encourage the commission of certain assassinations and crimes, including looting, at gunpoint, without identifying the perpetrators, which brings us to the usual question of state responsibility for crimes committed by unknown perpetrators and the reasons for the increase in murders and looting committed by unknown authors who began appearing in Omdurman and a number of other states we look at here, for example. but not limited to certain types of targeted killings that occurred in the past period:
*A.* The assassination of Armed Forces Corporal Ahmed Ali Muhammad Ali in the Al-Khor area separating lane 42 and lane 99, west of Omdurman.
*B/* The assassination of Hamdan Al-Boulad in South Kordofan.
*C.* The assassination of a young girl in the town of Umm Rawaba, Al-Quds district, “Place 3”, North Kordofan.
*Dr* The assassination of Dr. Imad Othman in the Haj Youssef district, Khartoum Bahri.
*E.* Assassination of a member of the Umma party in Gezira State.
*And.* The assassination of Bashir Shuaib Suleiman, supervisor of the Sudanese Red Crescent Society, in the locality of Al-Rahad, North Kordofan.
*G.* Assassination of citizen Misbah Muhammad Sharif Al-Hara 99, west sector, Omdurman.
*H.* Killings directed against some citizens of the Masalit tribe and other tribes in Darfur.
*I.* Indiscriminate bombing operations carried out by rebel militia against neighborhoods and population centers in Al-Fasher, Al-Jazeera and the capital.
*Y.* Increased armed looting inside the Sabreen market in Omdurman and shooting of civilians, for example on the son of Colonel Hamza Muhammad Ali Hussein.
*K.* Flood the country with drugs.
*3/* There are those who manipulate the parameters of Sudanese society, in what is called the process of mental manipulation or psychological manipulation (Gaslighting), to create a new reality in Sudan, based on the principle of deception and alteration of facts. with false pretexts and concepts, which are formed in the agreed manner, depending on the deception that takes place in electronic media, and fabricated statements and news, which serve as personal incentives and motivations that unconsciously push certain people to choose certain people. actions and behaviors regarding national and crucial problems, positions and issues facing the Sudanese state. To avoid the aggravation of these phenomena and prevent their exploitation by the parties who want to implement their agendas in Sudan, our experts must try to Security Cells. states, security and intelligence services, the Military Intelligence Authority and the police apparatus, understanding how these various stimuli and motivations shape and influence Sudanese public opinion, consciousness, collective mind and human behavior , and looking in a different way at the overall effects of these factors, even at the subconscious level, and knowing the criteria that govern this type of assassinations, mysterious crimes and acts of looting, identifying the collective identities of their authors and their motivations, and calculating them all. factors, while maintaining a renewed database that is reviewed and searched periodically as lessons are learned to improve preventative and preventative measures, to ensure best practices in the field of law enforcement and application of dissuasive sanctions and restore the prestige of the State.
