The creation of an integrity organization in Sudan is an important step in fighting corruption and improving transparency and responsibility, and it is a requirement that has been repeated in Sudanese experiences, in particular after revolutions and political transfers.
The establishment of authority can be imagined according to several basic axes:
1. The legal framework
• Take a law for the integrity committee authorized by the Parliament or the Legislative Authority, determining its objectives and powers.
• The law should be compatible with the Constitution and international agreements (such as the United Nations Convention on Corruption).
2. Objectives
Fight against financial and administrative corruption.
• Improve transparency in public and private institutions.
• The looted money will be reimbursed.
. Protect the amounts and the witnesses.
Distribute a culture of integrity into society.
3. The organizational structure
• A board of directors or a commission which includes independent personalities with great efficiency and integrity.
• Management of surveys specializing in the collection of evidence and files.
• Manage prevention and awareness of its mission to publicize transparency.
• International management of cooperation to recover money and continue fugitives abroad.
4. Powers
• Investigate suspicions of corruption without the need for the prior authorization of any executive body.
• Referring to affairs to the competent courts.
• Request to raise immunity for any suspicious employee.
• Control of the financial disclosure of civil servants through disclosure declarations.
5. Independence
• Whether the Commission is financially and administratively independent, not subject to the Prime Minister or any other executive ministry.
. Its president is appointed with appointments of several parties (judicial, civil society, parliament) to avoid politicization.
6. The challenged challenges
Resistance of corruption networks (“cat quail”).
. Political interventions.
Lack of funding and skills.
• The weakness of citizens’ confidence if you do not see any concrete results.
7. Practical steps to create
1. Train a committee to prepare the bill.
2. Consult civil society and experts.
3. Disabled.
4. Choose fair leaders through a transparent process.
5. Launch of the authority with a clear strategic plan
