At a time when the epidemic is intense and patients are looking for hope, the drugs that save life are transformed into a conflict document between state institutions, while citizen pays the price of delay and deprivation.
The declaration of freedom proves the size of the tragedy, the drug between the national fund and the Khartoum supply: patients pay the price.
In the midst of the crushing health crisis which ravages in the state of Khartoum due to the epidemic of malaria and tanies, the national fund for medical supplies released a declaration in which it tried to inform its responsibility to block drugs to the economy of life, referring to the entire crisis to the circular box of the State. However, this official discourse – despite its illustrative form – has restored a long history of structural differences between the two institutions and pushed public opinion to the question of the real part responsible for the suffering of patients.
The National Fund confirms in its declaration that its mission is limited to the supply of its branches in the United States and that the Circular Medicine Fund is the direct responsible for the distribution of the drug in the state of Khartoum. However, this argument does not exercise the national fund of its moral and legal responsibility to supervise and control the flow of drugs to patients, in particular with regard to emergency and vital drugs to save lives in the light of generalized epidemics.
Historically, the Ring Medicine Fund has grown as a mechanism for distributing drugs in the state of Khartoum according to the principle of decentralization, but it continued to suffer from poor financing, politicization and lack of coordination with the national fund. With each crisis, institutions exchange accusations, while the patient pays an increase in prices, a lack of drugs or a parallel market. The case has worsened after the national fund presented its pharmacies within Khartoum to the Ring Drug Administration, without sufficient warranty for the continuity of the offer or control over the stock.
In this context, the declaration of the last national fund becomes a clear attempt to abuse before public opinion, without recognizing its responsibility for the failure of coordination, and in the absence of an urgent national plan which guarantees Khartoum’s offer with life medicines. The decentralization of decentralization should not be transformed into an excuse for basic tasks, in particular during periods of acute health crises.
Patient rights to obtain the drug is not only a logo; It is a constitutional and moral commitment. It is not allowed to give the lives of thousands of people with malaria and hostage tanies to an administrative conflict or institutional tensions. Today, an urgent intervention by the Federal Ministry of Health and an independent investigation committee is required, which reveals the facts on drug stocks and the reasons for blocking them and holding all those who prove its involvement in the disruption of their access to hospitals and government pharmacies.
