The fifth filling of the Renaissance Dam requires the intervention of the international community – The face of truth –
Ibrahim Shaqlawi

The idea of joint management of the Renaissance Dam between Ethiopia, the country (upstream), and Sudan and Egypt, the countries (downstream), remained one of the ideas presented in all negotiations between the three countries, in order to avoid any potential harm that could affect the people of Sudan and Egypt, such as the agreement that… Known as the Declaration of Principles, which the three countries signed in 2015 AD.. In Khartoum.. I relied on the principle of cooperation based on common interests and good intentions and approved the principle of wins for all in accordance with the principles of international law. At that time, I saw this as the biggest win in terms of reducing tension between neighbors and getting us on the right track. . as everyone is looking forward to integrating roles by benefiting and integrating opportunities through the expected positive transformations that the Renaissance Dam can bring.
According to experts, the volume of the Renaissance Dam Lake reserve currently amounts to 35 billion cubic meters. We therefore expect the fifth storage to begin at the end of July… and to continue until September 10. .. with an estimated quantity of around 23 billion cubic meters, at a level of 640 meters above sea level. This level, apart from the fact that it can pose a threat to Sudanese dams in terms of management operational, can also be achieved. are currently affecting the water share for Sudan and Egypt under expected conditions in which the region suffers from a shortage of rain.
It is therefore necessary to quickly reach binding agreements with the Ethiopian side before addressing the legal aspect linked to water agreements which require not harming the vital interests of countries and peoples… and before the fifth filling… which was revealed by recent satellite images of the intense Ethiopian preparations taking place around… The dam was built to open the western gates and leave the eastern gates for drainage, as was done produced during the fourth filling, during which 50 million cubic meters of water were drained.
It is noteworthy that the Ethiopian side is proceeding in accordance with the plan it has drawn up… without paying much attention to the Declaration of Principles, to which we referred at the beginning of the article… and has not shown any degree of willingness. flexibility in the negotiations that have been taking place in recent years between the parties, who were waiting for the approval of a joint management of the Renaissance that would allow for minimal control over the operation of the dams. Necessary precautions are also being taken. periods of drought and prolonged drought.
This complex reality could lead Sudan and Egypt to coordinate their roles to avoid any potential harm by approaching the United Nations to file an urgent complaint with the Security Council in order to preserve the interests of both countries in accordance with international law and humanitarian… thanks to a joint legal plan prepared by a specialized team from both parties. Thanks to him, Ethiopia may face putting an end in the future to its stubborn practices in the management of the dam, which constitute a blatant violation of international law, in particular the rules of water management… and which threaten the lives of millions of people in Sudan and Egypt. This is in addition to the fact that the Ethiopian side did not respect the Declaration of Principles signed between the three countries, in addition to the fact that Ethiopia exploited the political instability in Egypt, where it proceeded. building the dam without prior agreement…and now he is exploiting the political instability in Sudan and its preoccupation with war…to move forward with unilateral filling measures.
This places Sudan in a critical situation in terms of water savings if the climate records linked to the scarcity of rains this season are correct… in addition to which Sudan is suffering from a food shortage announced by the organization international… in addition to possible climate changes according to the announced indicators linked to drought in the region, which will in turn lead to a loss of control over the fate of the Sudanese economy, which suffers from exhaustion, decline and lack of resources. because of the war currently raging in most irrigated and rain-fed agricultural lands.
It is known that agriculture in Sudan is divided into broad types according to the type of irrigation or mode of production: rainfed agriculture, which depends on precipitation, mechanized irrigated agriculture, which depends on artificial irrigation of the Nile and its tributaries, which Traditional agriculture in the desert accounts for 45% and the outskirts of villages accounts for 55% and constitutes the largest percentage of grain production in Sudan. Today, around 60% of these areas, in both parts, suffer from a lack of funding and security. instability due to armed conflict led by the Sudanese army with the Rapid Support Forces, which the army described as a rebel attacking citizens in agricultural production areas and stealing their property. This is in addition to the potential impact on the operation of Sudanese dams. irrigation operations following the fifth filling of the Renaissance dam.
The Renaissance Dam also affects Egypt, which is considered one of the most water-scarce countries in the world and for which the dam has become a threat to its water supplies. It is necessary to reach binding agreements and understandings to preserve the water. security of Sudan and Egypt and realize the interests of the three countries. The Arab Republic of Egypt and the Republic of Sudan also stressed that they reject any action or procedure that affects their rights over the Nile waters. Observers considered this to be a clear signal that paves the way for the possibility of a rapprochement between Sudan and Egypt. international escalation if their interests in the Nile waters are violated, referring to the unilateral measures that Ethiopia is taking by not respecting the filling rules agreed between the three countries. Accordingly, the fifth filling To fill the Renaissance, the international. The community must intervene… to enforce the law, or at least to bring about a rapprochement between the three countries that allows each to preserve its interests and not harm people or facilities.
May you always be healthy
