The Montreux Initiative in exchange for national opportunities to achieve peace in Sudan – The face of truth – ✍️ Ibrahim Shaqlawi
In this article, we talk about a possible national approach between Sudanese political blocs, based on the assumption that each can advance the national interest for the benefit of the Sudanese. During this approach, we talk about two political blocs, and what each. The announcement bloc is nothing other than negotiating ceilings to obtain political gains in the future, for example when the “National Program” bloc supporting the army confirms the exclusion of the “Coordination of Civilian Forces” from the political process and considers it as constituting the political and political body. media incubator for the rapid support militia. This reflects a negotiating position.
On the other hand, when the “Progrès” Civil Forces Coordination Bloc insists on excluding the National Congress and its fronts, it adopts a similar position. These positions, in my opinion, harm the political process and reveal that the Sudanese people are absent from this authoritarian struggle, even though they are the only party that has the power to determine who stays in the political process and who leaves through C This is why they have always paid the price for the failure of political parties to manage their conflict, particularly with successive military coups.
As we know, the current war broke out in mid-April last year due to the ambitions of some political forces to control the state without an electoral mandate, through the “Rapid Support” militia, which has increased the burden of the people and has become a real threat to the entity of the Sudanese state. Regional and international interventions became active before and after this and had a clear influence on the political decision-making of some Sudanese parties. These regional and international parties have become influential in the country's decision-making, driven by agendas to control resources by exploiting the geostrategic location that Sudan enjoys on the Red Sea coast.
This is why these forces are not as interested in democracy as in their own interests. In light of these gloomy conditions, national consensus between the two Sudans becomes important and necessary to manage the post-war phase, which requires concessions from all parties to move the country out of its dependence on these foreign powers. The day before yesterday, Switzerland attended meetings. in the city of Montreux, sponsored by the Swiss Ministry of Foreign Affairs and the French organization “Promédiation”, with the participation of the “Coordination of the Progress of Civil Forces” and some splits from the Federal Democratic Party, the Popular Congress and the People's Congress. the Umma Party.
Despite the stated objective of these meetings, the selection of participants, according to observers, raises questions about the neutrality of the initiative, because it recalls experiences such as the “Constitution of Lawyers” and the “Framework Agreement” , which deepened divisions. and served as the spark from which the flames of war burst forth. There are also many indicators that point to the adoption of pro-militia “rapid support” programs, such as the emphasis on ceasing hostilities towards the establishment of civilian authority in the Al States. -Jazeera, Khartoum and some Darfur states. , which could establish a fait accompli in areas under militia control, in addition to guarantees for the passage of humanitarian aid, without approving a mechanism to demand accountability for crimes committed in Darfur and the east of the island .
There is also talk of restructuring the army and calls for dismantling the “party state” in reference to the National Conference, which serves external agendas aimed at excluding Islamists from the political process. These clear regional interventions in Sudanese affairs constitute support for the militias who are escalating the crisis, and this support ignores the suffering of the Sudanese people, making the continuation of the conflict a tool to achieve the vested interests of these regional powers. Therefore, according to observers, the Sudan National Movement of Parties sees the need to reject such forums and support the armed forces in their struggle to preserve the unity of the country. So that you can restore security and stability, and that is the biggest challenge right now.
As a result, Sudan needs a comprehensive approach including all political, civil and military parties. It is based on a serious political process based on the unconditional Sudanese-Sudanese national dialogue. Therefore, local reconciliation mechanisms must be strengthened, with effective representation of women and youth. Transitional justice is also necessary to achieve a balance between accountability and compensation for victims of war and all those affected by violations. This improves the chances of national reconciliation.
It is also important to examine the economic challenges that require addressing political stability by adopting strategies to rebuild infrastructure, strengthen the role of vital sectors such as education and health, and create opportunities for job. As for reforming security institutions, this issue should be left to the military, because reforming the military and security sector is the key to building a modern state away from partisan interference.
In addition, the protection of national sovereignty must be strengthened and efforts must be made to implement the Jeddah Agreement on Security and Humanitarian Arrangements signed on May 11 last year to ensure that the militias are completely removed from the scene. a ceasefire that will have to be discussed once the army has made clear progress on the ground. Therefore, building a unified national front that excludes no one is the only way to achieve peace and stability. It adopted a comprehensive internal dialogue, far from any external interference, with emphasis on strengthening the role of national institutions.
With this vision and what we see in reality, Sudan can overcome its challenges and achieve lasting stability, through purely national efforts and international support aimed at restoring security and establishing peace for the Sudanese. .
May you always be well.
