As we travelled around the Nile State and examined and scrutinized some of the concerns of the people, especially those related to war and security threats, we were able to gather some observations on these issues, including the decisions issued by the State Government and its Security Committee aimed at getting full assurance and precaution on all sides. We found them as if it had not happened, as if they had never been issued after witnessing and learning of a clear and distinct violation of these decisions…

The curfew imposed in the state, starting at nine o'clock in the evening, was informed by a trusted person and whose position I know in the country's security system that this curfew is not being implemented as it should be, and that he personally witnessed and observed. many cases of violations, so that the vehicular traffic on the roads after the date of entry into force of the curfew continues normally, and that the traffic roads. The highway is congested with moving cars, and when he asked at one point how you allow these people to pass, the answer was that they said they would sleep in a nearby place after our house !!!

Another decision issued by the governor of Nahr related to insurance also states that motorcycles must only be used for specific destinations or that the driver must have a license and a specific prescription, as well as that the motorcycle must not be loaded by more than one person. …

This decision, with just a glance at all the streets and roads of the state, can be seen as a time-limited decision. The time limit has passed and everything is back to the way it was!!!

What is necessarily known in the science of administration is that the decision-maker must have the courage to bear the consequences of what he decides, and that he takes the decision by proposing alternatives, and that he puts in place mechanisms for monitoring its implementation that allow him to implement the decision he has taken as he sees fit. Have the Nile government and its governor committed to this agreement, and is everything going well in all the states, particularly in the areas of insurance and prevention of piracy attempts???

What we can say is that reality says no and that the decisions that are made in most cases are not implemented for one reason, namely the lack of follow-up and the inability to investigate for whether these decisions were respected and had a chance to be implemented, or whether they were just disseminating them on a larger scale and this was seen as an implementation of what the government had issued at the center and state governments were making decisions…

What we fear is that the Nile will pass through this gate, and that laxity and failure to follow up on the implementation of such decisions, and not to wander day and night, and to pursue and closely follow up on those who implement these decisions, will be a gate through which calamities and the enemy enter, as has happened in many states, then blame will be of no use and the decisions issued afterwards will not benefit, even if they are dismissals, exemptions or harsher punishment towards those who are negligent…
