The issues of basic and university education were addressed, how to develop and advance it in quality and not in quantity, and the mechanisms of disengagement and control of the center's control over all education in the country, which disrupt and disrupt the rights of states to choose the type of higher education they want and pass the steps from basic education to university by linking them all to the unified certification exam and not by giving states the right to develop their basic education as they wish and to contract with foreigners or foreigners. local experts and teachers in the subjects they need, as was the case in the past when the British were used for English, the French for French and some Arabs, especially Egyptians, for the biology, chemistry, physics and mathematics, with grants from the latter. countries.
