One of the reasons for the construction of the modern state is the public service, because it is the executive organization which deals with the application of public policies of the State and the provision of services to citizens, and in Sudan, the public service represents one of the most important coluns on which the State has led to independence, but it has been confronted in recent decades many challenges which have affected its effectiveness and effectiveness.

On the concept of civil service, it is the administrative and executive structure that runs the owners of the state through miniES and government institutions, and this include the complement of public employed, the organization of administrative regulations, and the promotion of job performance, according to the principles of efficiency, integrity, and impartiality, the history of civil service was in 1956 ad as the civil service system is considering one of the best in Africa and the Arab World, where it was established on the rules of British Service in the terms of discipline, transparency and merit, however, this system has started to decrease in political conditions and weak training and rehabilitation.

The challenges can face any apparatus in the state and the public service, an inherent part. One of the challenges faced by patronage and poor efficiency and training is any drop in the level of skills due to the lack of continuing education, the lack of clear criteria for employment and promotion in addition to the migration of skills and because of the economic and political conditions, a large number of qualified managers have migrated outside Sudan, which caused a big void.

In light of these challenges, efforts are necessary to reform this important device by restructuring government institutions on professional foundations and by adopting a transparent employment system based on merit and efficiency, training and human frameworks qualified in proportion to the requirements of the time, by fighting on administrative corruption thanks to effective laws and independent supervision organs, to simplify procedures to improve constitution services E.

We hope that Sudan will be the rule of law and institutions to achieve a complete development and to restore the confidence of the citizen in his country and ensure the success of this reform, the right person must be placed in the right place and his choice with specific specifications and conditions on how to manage the public, for example, and diligence at work according to official hours without (delay).
